This summary report describes four sea trials and one man-in-the-loop simulator experiment conducted by the U.S. Coast Guard Research and Development Center from 1990 to 1993 thoroughly test and evaluate the adequacy of the International Maritime Organization's Performance Standard for ECDIS. Issues examined include: the contribution to safety of navigation, the effects of the navigation workload, features and functions required during route monitoring, and the contribution of integration with radar. Each of the five tests were designed to incorporate known methodology and advanced technology to thoroughly test the contributions that ECDIS might make to the operational practices on a ship's bridge. As the experiments progressed, the technology became more sophisticated, with information being sought in more breadth and depth. Each experiment, building on the findings of the previous, was designed to ask more indepth questions, to gain more complete information. This four-year effort is one of the most comprehensive studies done on ECDIS performance. There are serveral key findings produced by this body of work. It was shown consistently that ECDIS can provide equivalent or greater safety than the paper chart and more traditional methods of navigation. Another key finding is that navigation workload is reduced, allowing the mariner to concentrate on collision avoidance or other tasks of similar importance. In the area of user-interface design, it was found that the mariner wanted an 'uncluttered' display during route monitoring, with more features immediately available if needed.

3Electronic Chart Display And Information System-Navy: Analysis And Recommendations

In 1998 the Chief of Naval Operations directed the U.S. Navy to begin a transition from navigating using conventional paper charts, to the use of an electronic charting system (digital charts). In response, the Electronic Chart Display and Information Systems-Navy (ECDIS-N) instruction was issued. This new technology will presumably reduce or prevent future collision and grounding incidents associated with navigational errors. The objective of this study is to determine the best possible ECDIS-N capable system or systems that will meet the future needs of the Navy. Also examined, are the possible annual repair cost savings that an ECDIS-N system could realize for the Navy. Data for two different periods of Navy collisions and groundings were compared and used to estimate the average incidents per ship and the average annual repair cost incurred by the Navy. The cost, capabilities and limitations of alternative ECDIS-N systems are evaluated in a cost-benefit comparison that justifies the Navy's implementation of certain ECDIS-N systems in different classes of ships. It is estimated that an ECDIS-N system integrated with an Automatic Radar Plotting Aid could have prevented 47% of the Navy's collisions and groundings from 1998 to 2000, saving 96.4% of the combined repairs costs.

In 1989 the Maritime Safety Committee (MSC) of the International Maritime Organization (IMO) adopted a provisional performance Standard for ECDIS (MSC/Circ. 515). This standard defines an electronic chart display and information system (ECDIS) that is the legal equivalent of a paper chart, and that fulfills the requirement imposed on all vessels (reg. V/20 of SOLAS 1974) to carry up-to-date nautical charts covering intended voyages. The U.S. Electronic Chart Display and Information System (ECDIS) Test-Bed Project responds to the International Maritime Organization (IMO) call to member states to evaluate its Provisional Performance Standards for ECDIS. The central objective of the ECDIS Test-Bed Project is to assemble an experimental ECDIS unit that meets or exceeds the IMO standard, for evaluation on ships at sea. The first part of the project focussed on translating the IMO Provisional Performance Standard into an ECDIS system requirement specification, describing in an engineering context what an ECDIS must do to meet the standard. This task began with a document written by Mr. Mortimer Rogoff, of Digital Directions Co., and was carried to full detail and documentation by Ms. Carolyn K. Ocel and Mr. David J. Scott, of Intergraph Corporation. Their work was reviewed by members of the Consultative Group, the advisory body to our Project. The result of this process is contained in this report Details of this ECDIS System Requirement Specification (SRS) will no doubt be disputed, as ambiguities, inherent contradictions, and the different priorities of various interested parties become manifest.

Accordingly, a full investigation of CSL Thames accident is reported to verify the main causes of such accidents. Two-dimensional electronic chart system can’t intuitively express the various information of 3D navigation environment, and the existing 3D electronic chart system lacks comprehensive display and scientific quantitative analysis. In that context, designed a 3D electronic chart system framework based on GIS and virtual reality technology (VR technology) and studied the key technologies such as visualization of 3D navigation environment, numerical simulation of water current and dynamic ship information display. Consequently, a 3D electronic chart system has been developed for Sutong Bridge section of Yangtze River waterway and it is verified to be feasible and reliable for ensuring safety of navigation.

This paper is practical design and implementation of an Electronic Chart Display and Information System (ECDIS) is a specific form of computer-based navigation information system that complies with International Maritime Organization (IMO) regulations and can be used in lieu of paper navigation charts in some areas. Not all electronic chart systems can be called an ECDIS, but the term is often incorrectly used to refer to any type of Electronic Chart System (ECS). The true ECDIS system displays information integrates position information from the Global Positioning System (GPS) and other navigational systems, such as Radar, echo sounder, gyrocompass etc. It may also display additional navigation-related information, such as Sailing Directions. This project has a general background about ECDIS, then concerned with the different inputs to this system such as GPS, Radar, Echo Sounder and Gyrocompass. We will demonstrate the program which will simulate the actual work for the ECDIS system with its all interfaces with Rader, GPS, Speed log…etc. We preferred to design the software using the used software c++ Builder 6. This Program is a window based Software.
