This report discusses six programs being considered by the 108th Congress for reauthorization, focusing on policies designed to assist disconnected and at-risk youth. The review seeks to identify how the programs do or do not consider at-risk or disconnected youth ad how such programs might be improved. In the United States, 1.6 million young people between 18 and 24 years old are out of school (lacking either a high school degree or General Educational Development certificate) "and" out of work. These "disconnected" young people face significant barriers to economic opportunity and distressingly high odds of becoming involved with the criminal justice system. Project Rise, a program currently operating as part of the federal Social Innovation Fund (see Box 1 on page 2), seeks to reconnect these young people with education, work, and social support as a pathway to a brighter future. A distinctive feature of Project Rise is that participants are offered paid internships if they maintain satisfactory attendance in the program's education component. This policy brief provides early lessons from Project Rise, including: (1) Enrolling participants in a series of groups (or cohorts) can promote bonding among them through a combination of peer support and peer pressure. (2) Surprisingly, participants appear to value the program's education component more than they value the offer of a part-time paid internship. (3) Given the challenges of engaging disconnected young people for the full duration of the program, it is important to respond flexibly to participants' barriers and strengths. These lessons and others that will emerge from the Project Rise implementation research can inform federal, state, and local policies for disconnected young people. As a generic model for liquid-vapour type transitions in random porous media, the Asakura-Oosawa model for colloid-polymer mixtures is studied in a matrix of quenched spheres using extensive Monte Carlo (MC) simulations. Since such systems at criticality, as well as in the two-phase region, exhibit lack of self-averaging, the analysis of MC data via finite size scaling requires special care. After presenting the necessary theoretical background and the resulting subtleties of finite size scaling in random-field Ising-type systems, we present data on the order parameter distribution (and its moments) as a function of colloid and polymer fugacities for a broad range of system sizes, and for many (thousands) realizations of the porous medium. Special attention is paid to the connected and disconnected susceptibilities, and their respective critical behavior. We show that both susceptibilities diverge at the critical point, and we demonstrate that this is compatible with the predicted scenario of random-field Ising universality.

The quark-line disconnected diagram is a potentially important ingredient in lattice QCD calculations of the hadronic vacuum polarization contribution to the anomalous magnetic moment of the muon. It is also a notoriously difficult one to evaluate. Here, for the first time, we give an estimate of this contribution based on lattice QCD results that have a statistically significant signal, albeit at one value of the lattice spacing and an unphysically heavy value of the $u/d$ quark mass. We use HPQCD's method of determining the anomalous magnetic moment by reconstructing the Adler function from time-moments of the current-current correlator at zero spatial momentum. Our results lead to a total (including $u$, $d$ and $s$ quarks) quark-line disconnected contribution to $a_{\mu}$ of $-0.15\%$ of the $u/d$ hadronic vacuum polarization contribution with an uncertainty which is 1\% of that contribution.

The holographic mutual information $I_{AB}$ between two "small" coplanar and wide separated circular regions $A$ and $B$ in the four dimensional $\MN=4$ SYM gauge theory dual to Type IIB string theory in AdS$_5 \times S^5$, is computed. In our proposal, we first interpret the Ryu-Takayanagi prescription for the holographic computation of the entanglement entropy and the mutual information, in terms of submanifold observables associated with $k$-branes in the AdS/CFT correspondence. Then we provide a long distance expansion for the $I_{AB}$ whose coefficients appear as a byproduct of the operator product expansion for the correlators of these $k$-submanifold observables. It is shown that, while undergoing a phase transition at a critical distance, the holographic mutual information, instead of strictly vanishing, decays with a power law whose leading contributions of order $N^{1/2}$, originate from the exchange of pairs of the lightest bulk particles between $A$ and $B$. These particles correspond to operators in the boundary field theory with the smallest scaling dimensions.

Stochastic processes on totally disconnected topological groups are investigated. In particular they are considered for diffeomorphism groups and loop groups of manifolds on non-Archimedean Banach spaces. Theorems about a quasi-invariance and a pseudo-differentiability of transition measures are proved. Transition measures are used for the construction of strongly continuous representations including irreducible of these groups. In addition stochastic processes on general Banach-Lie groups, loop monoids, loop spaces and path spaces of manifolds on Banach spaces over non-Archimedean local fields also are investigated.

Lusztig conjectured that the almost characters of a finite reductive group are up to a scalar the same as the characteristic functions of the rational character sheaves defined on the corresponding algebraic group. We propose in this paper to verify this conjecture for the uniform almost characters of the Suzuki and the Ree groups and to show that a conjecture of the same type holds for the disconnected case of type B_2. We then state a conjecture on the possible values of the uniform almost characters on unipotent elements in the disconnected case of type F_4.

By then, however, the tutor has become sufficiently interested in and attached to his charge to be unwilling to leave Morgan for long, and comes back to join the family when when Morgan's mother tells him the boy has fallen ill. The recently widowed Adela Gereth, a lover of beauty and passionate collector of fine objects, strikes up a friendship with the young Fleda Vetch, when both of them find themselves guests in the tasteless house of Brigstock family. Mrs. Gereth fears that her son Owen, an honorable but somewhat unimaginative young man, may take up with one of the Brigstock girls, and indeed he presently announces his engagement to Mona, the eldest daughter. That means that Mrs. Gereth will have to leave Poynton, the beautiful house that she and her husband filled with the furniture, china, tapestries, and other objects that they lovingly collected over the years. It is not so much possessiveness that drives Mrs. Gereth to want to maintain control over them (or so she claims, at any rate), but rather the sense that she will have failed if Mona, understanding and appreciating nothing of what Poynton contains, should become Owen's wife and take charge. The story and its developing conflicts are seen largely from the point of view of Fleda Vetch, the young woman who, her moral and aesthetic sensibilities tuned perhaps as finely as any of James's protagonists, finds herself caught in the middle. 'Pragmatism' contains a series of public lectures held by William James in Boston 1906–7. James provides a popularizing outline of his view of philosophical pragmatism while making highly rhetorical and entertaining lashes towards rationalism and other competing schools of thought. James is especially concerned with the pragmatic view of truth. True beliefs should be defined as, according to James, beliefs that can successfully assist people in their everyday life. This is claimed to not be relativism. That reality exists is argued to be a fact true beyond the human subject. James argues, nevertheless, that people select which parts of reality are made relevant and how they are understood to relate to each other. Charles Sanders Peirce, widely considered to be the founder of pragmatism, eventually chose to separate himself intellectually from James, renaming his own theory to ‘pragmaticism’.
