1Beyond Line Of Sight (BLOS) Command And Control (C2) Capability To Improve Disaster Response And Recovery

The ability to manage and monitor assets provides undeniable benefits in accomplishing mission objectives. The value of these capabilities is exponentially greater in disaster situations. This thesis introduces the BLOS C2 capability as a method of improving disaster response and recovery by enhancing situational awareness (SA) as well as command and control (C2). Demonstrated overseas in support of U.S. military battlespace coordination, the BLOS C2 capability promotes seamless communication and data sharing by means of sensor data and a truly common operational picture. Using the proven model that has improved mission effectiveness for the U.S. military, this thesis uses the Department of Homeland Security (DHS) and other levels of government involved in emergency response as case studies for analyzing the BLOS C2 capability in an effort to fill gaps in interoperability and information sharing. After analyzing each of these case studies, the application of the BLOS C2 capability will be considered and evaluated for potential benefits. Once these evaluations are made, recommendations will be offered that are aimed at implementing the BLOS C2 capability at all levels of government. These recommendations will provide DHS with courses of action that could enhance SA and C2, and potentially improve response and recovery efforts in the event of a disaster.

3Organizational Leadership's Impact On Emergent Behavior During Disaster Response And Recovery Operations

Since the events of 9/11 and Hurricane Katrina, emergency management has put great efforts into formalizing response and recovery structures following natural and man-made disasters. However, these formalized structures are not often flexible enough to allow for the innovation that each different disaster may require to best meet the needs of the impacted citizens in the most effective and efficient way possible. As emergency management continues to become more complex, organizational leadership will be challenged to balance the need for standard operating procedures and policies against the ability to leverage emergent behavior that allows for innovation in addressing the specific problems brought on by each unique disaster. This thesis focuses on identifying under what circumstances emergent behavior is desired within the context of emergency management, and how organizational leadership can impact the factors that enhance or inhibit emergence during response and recovery operations. Using participant observation methods over the course of many years of disaster leadership, eight different incidents were analyzed for the identification of leadership themes that impacted emergent behavior. As a result of these findings, five themes emerged in which emergency management's organizational leadership can most effectively impact self-organizing behavior within its ranks. With an understanding of when emergence is desirable, and by developing the capacity and an organizational culture that supports the vacillation between structure and innovation, emergency management officials will be better able to lead effective responses to complex incidents.

The first speaker, Rear Admiral Marsha Evans (CEO, American Red Cross) relays her experiences coordinating the Red Cross's response to Hurricane Katrina. Joseph F. Bruno (Commissioner, NYC Office of Emergency Management) gives a slide show presentation that explains the responsibilities of the Office of Emergency Management, detailing the exercises performed to prepare for a disaster. Jack Krauskopf moderates a Q&A sessions. This program was originally taped on March 28th, 2006 as part of Baruch College School of Public Affairs Third Annual Public Affairs Week.     Efforts to preserve this program were made possible by "Uncovering CUNY's Audiovisual Heritage," a project funded by Council on Library and Information Resources (CLIR).

In the wake of the destruction caused by Hurricanes Katrina and Rita, the press and policymakers have looked to the past for examples of federal responses to natural disasters that might serve as models for emulation today. Some Members of Congress have expressed an interest in creating a cabinet-level czar to administer Hurricane Katrina and Rita relief programs. Since the federal response to the flood of 1927 featured Secretary of Commerce Herbert Hoover as the director of the flood response and wielding immense executive powers, this episode in federal history may be of particular interest to Congress. This report describes the flood of 1927, and assesses the federal government's response thereto. In short, the federal response was an executive branch response. President Calvin Coolidge created a quasi-governmental commission that included members of his Cabinet and the American National Red Cross. This commission encouraged the public to donate funds to the relief effort. It also gave Secretary of Commerce Herbert Hoover near-absolute authority to organize and oversee its response. Hoover used this authority to weave together federal resources, American National Red Cross volunteers, and the private sector to carry out the relief and recovery program. The concentration of power and the blending of the governmental and private sectors in Hoover's hands enabled the relief effort to be carried out expeditiously and creatively. President Coolidge's empowerment of Hoover alone as director of the flood response clarified to federal, state, and local officials and the public who was in charge. However, this administrative structure was not without costs. There was little direct federal oversight of actual relief provision. So, for example, when local and state relief workers behaved illegally, they were not held accountable.

21DTIC ADA552081: Organizational Leadership's Impact On Emergent Behavior During Disaster Response And Recovery Operations

Since the events of 9/11 and Hurricane Katrina, emergency management has put great efforts into formalizing response and recovery structures following natural and man-made disasters. However, these formalized structures are not often flexible enough to allow for the innovation that each different disaster may require to best meet the needs of the impacted citizens in the most effective and efficient way possible. As emergency management continues to become more complex, organizational leadership will be challenged to balance the need for standard operating procedures and policies against the ability to leverage emergent behavior that allows for innovation in addressing the specific problems brought on by each unique disaster. This thesis focuses on identifying under what circumstances emergent behavior is desired within the context of emergency management, and how organizational leadership can impact the factors that enhance or inhibit emergence during response and recovery operations. Using participant observation methods over the course of many years of disaster leadership, eight different incidents were analyzed for the identification of leadership themes that impacted emergent behavior. As a result of these findings, five themes emerged in which emergency management's organizational leadership can most effectively impact self-organizing behavior within its ranks. With an understanding of when emergence is desirable, and by developing the capacity and an organizational culture that supports the vacillation between structure and innovation, emergency management officials will be better able to lead effective responses to complex incidents.

Despite advances in science and technology of prediction and simulation of natural hazards, losses incurred due to natural disasters keep growing every year. Natural disasters cause more economic losses as compared to anthropogenic disasters. Economic losses due to natural hazards are estimated to be around $6-$10 billion dollars annually for the U.S. and this number keeps increasing every year. This increase has been attributed to population growth and migration to more hazard prone locations such as coasts. As this trend continues, in concert with shifts in weather patterns caused by climate change, it is anticipated that losses associated with natural disasters will keep growing substantially. One of challenges disaster response and recovery analysts face is to quickly find, access and utilize a vast variety of relevant geospatial data collected by different federal agencies such as DoD, NASA, NOAA, EPA, USGS etc. Some examples of these data sets include high spatio-temporal resolution multi/hyperspectral satellite imagery, model prediction outputs from weather models, latest radar scans, measurements from an array of sensor networks such as Integrated Ocean Observing System etc. More often analysts may be familiar with limited, but specific datasets and are often unaware of or unfamiliar with a large quantity of other useful resources. Finding airborne or satellite data useful to a natural disaster event often requires a time consuming search through web pages and data archives. Additional information related to damages, deaths, and injuries requires extensive online searches for news reports and official report summaries. An analyst must also sift through vast amounts of potentially useful digital information captured by the general public such as geo-tagged photos, videos and real time damage updates within twitter feeds. Collecting and aggregating these information fragments can provide useful information in assessing damage in real time and help direct recovery efforts. The search process for the analyst could be made much more efficient and productive if a tool could go beyond a typical search engine and provide not just links to web sites but actual links to specific data relevant to the natural disaster, parse unstructured reports for useful information nuggets, as well as gather other related reports, summaries, news stories, and images. This presentation will describe a semantic aggregation tool developed to address similar problem for Earth Science researchers. This tool provides automated curation, and creates "Data Albums" to support case studies. The generated "Data Albums" are compiled collections of information related to a specific science topic or event, containing links to relevant data files (granules) from different instruments; tools and services for visualization and analysis; information about the event contained in news reports, and images or videos to supplement research analysis. An ontology-based relevancy-ranking algorithm drives the curation of relevant data sets for a given event. This tool is now being used to generate a catalog of Hurricane Case Studies at Global Hydrology Resource Center (GHRC), one of NASA's Distribute Active Archive Centers. Another instance of the Data Albums tool is currently being created in collaboration with NASA/MSFC's SPoRT Center, which conducts research on unique NASA products and capabilities that can be transitioned to the operational community to solve forecast problems. This new instance focuses on severe weather to support SPoRT researchers in their model evaluation studies

The ability to manage and monitor assets provides undeniable benefits in accomplishing mission objectives. The value of these capabilities is exponentially greater in disaster situations. This thesis introduces the BLOS C2 capability as a method of improving disaster response and recovery by enhancing situational awareness (SA) as well as command and control (C2). Demonstrated overseas in support of U.S. military battlespace coordination, the BLOS C2 capability promotes seamless communication and data sharing by means of sensor data and a truly common operational picture. Using the proven model that has improved mission effectiveness for the U.S. military, this thesis uses the Department of Homeland Security (DHS) and other levels of government involved in emergency response as case studies for analyzing the BLOS C2 capability in an effort to fill gaps in interoperability and information sharing. After analyzing each of these case studies, the application of the BLOS C2 capability will be considered and evaluated for potential benefits. Once these evaluations are made, recommendations will be offered that are aimed at implementing the BLOS C2 capability at all levels of government. These recommendations will provide DHS with courses of action that could enhance SA and C2, and potentially improve response and recovery efforts in the event of a disaster.
