NASA missions are extremely complex and prone to sudden, catastrophic failure if equipment falters or if an unforeseen event occurs. For these reasons, NASA trains to expect the unexpected. It tests its equipment and systems in extreme conditions, and it develops risk-analysis tests to foresee any possible problems. The Space Agency recently worked with an industry partner to develop reliability analysis software capable of modeling complex, highly dynamic systems, taking into account variations in input parameters and the evolution of the system over the course of a mission. The goal of this research was multifold. It included performance and risk analyses of complex, multiphase missions, like the insertion of the Mars Reconnaissance Orbiter; reliability analyses of systems with redundant and/or repairable components; optimization analyses of system configurations with respect to cost and reliability; and sensitivity analyses to identify optimal areas for uncertainty reduction or performance enhancement.

Presented is a budgetary decision model developed to aid the executive officers in arriving at tentative decisions on enrollment, tuition rates, increased compensation, and level of staffing as they affect the total institutional budget. The model utilizes a desk-top programmable calculator (in this case, a Burroughs Model C 3660). The model allows the executive officers to meet together and test inputs to the budget and receive immediate feedback on the size and nature of the resulting institutional budget. The outputs allow the decisionmakers to discuss immediately the effects of their decisions on inputs as they relate to outputs. The use of a calculator has certain advantages in terms of expense, ease of programming, and portability. (Author)

16Preckwinkle Releases Preliminary Forecast, Warns Of Difficult Decisions Ahead

By

Preckwinkle announced a projected operating shortfall for FY2017 of $174.3 million, driven by factors including gridlock over a state budget, growing legacy debt service costs and increased technology spending needed to upgrade antiquated and outdated systems. A projected FY2016 year-end budget shortfall of $48 million will be closed by spending reductions via holdbacks in both personnel and non-personnel costs, expenditure reductions by the Cook County Health and Hospitals System and a new encumbrance policy that discontinues the practice of rolling over funds unspent by departments at year’s end. “I introduced the preliminary forecast early in my administration to increase transparency in the budget process, determine potential fiscal pitfalls early and encourage public input,” Preckwinkle said. “This preliminary forecast provides a helpful appraisal of the County’s financial position as we develop the FY2017 budget. To close the FY 16 budget shortfall and address the FY 17 gap, we will have a number of tough decisions to make over the coming months.” Uncertainty over a state budget has impacted Cook County’s FY2016 and will influence decisions necessary to form the FY2017 budget. The most recent monthly reporting period showed the state owes Cook County government $53.1 million, and an additional $57.4 million to the Health and Hospitals System from FY2016. A number of grant-funded programs could be at-risk depending on funding levels in the reported budget deal being deliberated in Springfield. Total FY2017 expenditures in the General Fund are forecasted to rise, driven primarily by the County’s pledge to use higher sales tax receipts to pay down Pension Fund liabilities in 2017, amounting to an additional $80 million expense, along with increased spending on transportation infrastructure by $54.5 million, and dedicating $30 million to legacy debt service, consistent with commitments made last year. Additional spending pressures are driven by rising personnel costs ($52.2M), higher employee health benefit costs ($13.4M, which are expected to rise at the rate of medical inflation) and increasing contractual service costs primarily supporting justice initiatives ($8.5M). Contributing non-personnel factors also include increased technology spending in the operating funds through technology upgrades and maintenance obligations ($14.3M) as the County continues to shift these expenses away from debt funding and moves these critical investments into operating funds . Overall, County General Fund Revenues are projected to decline by 4 percent in 2017 versus 2016, other than property and sales tax revenues. Revenues from the delinquent tax sale process are projected to decline $12 million from last year based on the impact of State legislation to move up the tax sale date. Additionally, the County is experiencing flat or declining revenue in a number of areas including $10 million less from cigarette and other tobacco product taxes. Preckwinkle noted that the forecasted gap does not include the potential negative implications a proposed constitutional amendment passed by the Illinois Legislature might have on the County’s public safety budget. The amendment will go to the voters in November and would require revenues derived from taxes and fees relating to vehicles to be dedicated to construction, maintenance and traffic-related costs of roads and bridges. The County continues to analyze this possible amendment but believes there is a risk of a negative impact on the County’s Public Safety programs should it be adopted in the fall. The President pointed out that her administration has confronted tight fiscal times before and made the hard decisions to achieve balanced budgets. “Since taking office, we’ve eliminated operating deficits of $1.6 billion, lowered the County’s headcount by 9.4 percent and reduced the County’s direct operating tax allocation to the hospitals system by over $260 million without compromising patient care,” she said. “The County has responsibly closed gaps before and we will do it again. We will navigate these tough times, make hard but necessary decisions, and confront our financial challenges without kicking the can down the road.” In order to address the preliminary gap, the President has directed the budget department to look at contract savings, to delay hiring, and to implement additional personnel and non-personnel holdbacks. The holdback falls under the statutory discretion of the County’s budget director and serves as a savings mechanism by retaining, or holding back, dollars allocated to County departments in the budget. A public hearing on the 2017 preliminary forecast will take place at 6 p.m. on July 19 in the Cook County Board Room on the 5th floor of 118 N. Clark St.

Hello Everyone! We open this week's episode with an actual retrospective of the show. As it is our 100th episode we wanted to take some time to reflect on the show. We talk about why we started the show, how we've grown in doing the show, and how we've seen the fandom (and culture in general) change in the two years we've been doing the show. We then talk about the future of the show and our personal futures and what plans we have coming up. We then launch into the main topic for this week, difficult decisions. In an average day we make 70 active decisions, and oftentimes we find ourselves overburdened with the choices we make. Metriko talks about his decision making process and how he's worked to improve and streamline it to be manageable and more helpful than stressful. Atlantic City, 11-17-2016. Transcript: Governor Christie: The fact is that people spoke clearly on November 8th and said they want gas tax money to be used for transportation and infrastructure in this state and not for anything else. It makes this gas tax much more of a user fee than a true tax because the people who are paying that tax are using the roads with their vehicles, using our mass transit systems, and, as a result, they’re making sure that every dollar of that goes into the maintenance and the improvement of those systems. Now listen, I’ve been involved in politics in this state for a long time, and everyone’s going to play politics with an issue like this, but this is what second-term governors were invented for, not have to run for anything. I don’t have to pretend that you can fix this problem without increasing a tax. I don’t have to pretend that it’s bad policy to dedicate a tax for the very purpose the tax is being paid for. I don’t have to pretend that New Jersey is affordable and doesn’t need tax cuts if I were in the other party. Second-term governors are built to make the difficult decisions that first-term governors are a little more scared to make because they got one more shot in front of the voters. I made this deal because it was in the best interest of the state and I made this deal because we can’t leave it to politics any longer on the way that we fund our roads and our bridges and our mass transit systems, and we shouldn’t leave it to you to have to raise your property taxes in order to maintain your roads. We shouldn’t leave it to you to have to be the one to deal with the wrath of the property taxpayer by yourself, and through this plan you’ll have the opportunity now not to have to face that decision of raising property taxes just to maintain the capital infrastructure of your municipality. # # #

Background: A number of school systems worldwide have proposed and implemented later school start times as a means of avoiding the potentially negative impacts that early morning schedules can have on adolescent students. Even mild sleep deprivation has been associated with significant health and educational concerns: increased risk for accidents and injuries, impaired learning, aggression, memory loss, poor self-esteem, and changes in metabolism. Although researchers have begun to explore the effects of delayed school start time, no one has conducted a rigorous review of evidence to determine whether later school start times support adolescent health, education, and well-being. Objectives: We aimed to assess the effects of a later school start time for supporting health, education, and well-being in high school students. Secondary objectives were to explore possible differential effects of later school start times in student subgroups and in different types of schools; to identify implementation practices, contextual factors, and delivery modes associated with positive and negative effects of later start times; and to assess the effects of later school start times on the broader community (high school faculty and staff, neighborhood, and families). Search methods: We conducted the main search for this review on 28 October 2014 and updated it on 8 February 2016. We searched CENTRAL as well as 17 key electronic databases (including MEDLINE, Embase, ERIC, PsycINFO, and Sociological Abstracts), current editions of relevant journals and organizational websites, trial registries, and Google Scholar. Selection criteria: We included any randomized controlled trials, controlled before-and-after studies, and interrupted time series studies with sufficient data points that pertained to students aged 13 to 19 years and that compared different school start times. Studies that reported either primary outcomes of interest (academic outcomes, amount or quality of sleep, mental health indicators, attendance, or alertness) or secondary outcomes (health behaviors, health and safety indicators, social outcomes, family outcomes, school outcomes, or community outcomes) were eligible. Data collection and analysis: At least two review authors independently determined inclusion and exclusion decisions through screening titles, abstracts, and full-text reports. Two review authors independently extracted data for all eligible studies. We presented findings through a narrative synthesis across all studies. When two or more study samples provided sufficient information to permit effect size calculations, we conducted random-effects meta-analyses to synthesize effects across studies. Results: Our search located 17 eligible records reporting on 11 unique studies with 297,994 participants; the studies examined academic outcomes, amount and quality of sleep, mental health indicators, attendance, and student alertness. Overall, the quality of the body of evidence was very low, as we rated most studies as being at high or unclear risk of bias with respect to allocation, attrition, absence of randomization, and the collection of baseline data. Therefore, we cannot be confident about the effects of later school start times. Preliminary evidence from the included studies indicated a potential association between later school start times and academic and psychosocial outcomes, but quality and comparability of these data were low and often precluded quantitative synthesis. Four studies examined the association between later school start times and academic outcomes, reporting mixed results. Six studies examined effects on total amount of sleep and reported significant, positive relationships between later school start times and amount of sleep. One study provided information concerning mental health outcomes, reporting an association between decreased depressive symptoms and later school start times. There were mixed results for the association between later school start times and absenteeism. Three studies reported mixed results concerning the association between later school start times and student alertness. There was limited indication of potential adverse effects on logistics, as the qualitative portions of one study reported less interaction between parents and children, and another reported staffing and scheduling difficulties. Because of the insufficient evidence, we cannot draw firm conclusions concerning adverse effects at this time. It is important to note the limitations of this evidence, especially as randomized controlled trials and high-quality primary studies are difficult to conduct; school systems are often unwilling or unable to allow researchers the necessary control over scheduling and data collection. Moreover, this evidence does not speak to the process of implementing later school starts, as the included studies focused on reporting the effects rather than exploring the process. Authors' conclusions: This systematic review on later school start times suggests several potential benefits for this intervention and points to the need for higher quality primary studies. However, as a result of the limited evidence base, we could not determine the effects of later school start times with any confidence. The objective of this "Preparing for Tomorrow's World" (PTW) program module is to help students (grades 7-8) gain insight into coastal issues and confront moral dilemmas which relate to those issues. PTW is an interdisciplinary, future-oriented program incorporating information from the sciences/social sciences and addressing societal concerns which interface science/technology/society. The program promotes responsible citizenry with increased abilities in critical thinking, problem-solving, social/ethical reasoning, and decision-making. The module is comprised of two parts: estuary marshes and activities along the coast. Each is introduced by a filmstrip and followed by student activities--written exercises, role-play simulations, and dilemma discussions (available in the guide as student handouts). Dilemmas, brief stories in which two or more moral/ethical conflicts must be resolved, are accompanied by questions to stimulate thinking and/or generate discussions. In addition to student handouts and instructional strategies, the teaching guide contains module overview, chart indicating moral issues (as identified by Kohlberg) in each dilemma, suggested time schedule, bibliography, and sources for supplementary materials. The module may be used as a separate unit of study, as a mini-course, or incorporated into existing curricula where appropriate. (JN)
