Several decades of debate notwithstanding, no uniform Government patent policy exists today. The 1980 amendments to the U.S. patent and trademark laws represent a compromise between the advocates of the 'title' and 'license' schools of thought. The interaction of the Executive, Legislative, and Judicial Branches in attempting to establish a uniform Government patent policy applicable to all Federal agencies and departments has been unsuccessful. This situation provides the impetus for future legislative efforts in this area. This thesis provides recommendations for evaluating the impact of the 1980 amendments and insuring that the agency patent policy provisions are promptly implemented.

Information is used from satellite data and research aircraft data to provide new insights concerning the mesoscale development and evolution of deep convection in an atmosphere typified by weak synoptic-scale forcing. The importance of convective scale interaction in the development and evolution of deep convection is examined. This interaction is shown to manifest itself as the merger and intersection of thunderstorm outflow boundaries (arc cloud lines) with other convective lines, areas or boundaries. Using geostationary satellite visible and infrared data convective scale interaction is shown to be responsible for over 85 percent of the intense convection over the southeast U.S. by late afternoon, and a majority of that area's afternoon rainfall. The aircraft observations provided valuable information concerning critically important regions of the arc cloud line: (1) the cool outflow region, (2) the density surge line interface region; and (3) the sub-cloud region above the surge line. The observations when analyzed with rapid scan satellite data, helped in defining the arc cloud line's life cycle as 3 evolving stages.

This research in support of the Air Force Research Laboratory Materials and Manufacturing Directorate was conducted for Wright-Patterson AFB, Ohio from 30 April 2010 through 07 October 2012. The objective of this research effort was to develop self-consistent methods for coarse graining results of dislocation dynamics simulations to inform crystal plasticity methods.

Search for possible relationships between phylogeny and ontogeny is one of the most important issues in the field of evolutionary developmental biology. By representing developmental dynamics of spatially located cells with gene expression dynamics with cell-to-cell interaction under external morphogen gradient, evolved are gene regulation networks under mutation and selection with the fitness to approach a prescribed spatial pattern of expressed genes. For most of thousands of numerical evolution experiments, evolution of pattern over generations and development of pattern by an evolved network exhibit remarkable congruence. Here, both the pattern dynamics consist of several epochs to form successive stripe formations between quasi-stationary regimes. In evolution, the regimes are generations needed to hit relevant mutations, while in development, they are due to the emergence of slowly varying expression that controls the pattern change. Successive pattern changes are thus generated, which are regulated by successive combinations of feedback or feedforward regulations under the upstream feedforward network that reads the morphogen gradient. By using a pattern generated by the upstream feedforward network as a boundary condition, downstream networks form later stripe patterns. These epochal changes in development and evolution are represented as same bifurcations in dynamical-systems theory, and this agreement of bifurcations lead to the evolution-development congruences. Violation of the evolution-development congruence, observed exceptionally, is shown to be originated in alteration of the boundary due to mutation at the upstream feedforward network. Our results provide a new look on developmental stages, punctuated equilibrium, developmental bottlenecks, and evolutionary acquisition of novelty in morphogenesis.

This study tries to illustrate how management accounting concepts and practices have developed. Towards this end, we choose to read scholarly works. As part of our research, we looked into the background of management accounting and zeroed in on the development of the management control structure. To further understand the background and practical utility of management accounting, we also examined pre-existing ideas in the field. The ultimate purpose of this study is to serve as a guide for academics and students by detailing the development of management accounting theory and the practices that have led to its current status. The study does more than just describe the many management accounting theories already out there; it also analyses the major criticisms levelled against each, providing a foundation for additional study.

Microstructural development and evolution during the liquid phase sintering process has been studied in terms of thermodynamic, kinetic and structural features. Solid phase contiguity primarily depends on solid volume fraction. Microstructural scale is adversely affected by contiguity since, under this condition, coarsening is accelerated by particle coalescence. It is found that contiguity can be expressed as a single function of particle volume fraction and microstructural scale can be adequately related to system parameters as well as particle volume fraction. This article is from Frontiers in Human Neuroscience , volume 7 . Abstract Neuroanatomical, molecular, and paleontological evidence is examined in light of human brain evolution. The brain of extant humans differs from the brains of other primates in its overall size and organization, and differences in size and organization of specific cortical areas and subcortical structures implicated into complex cognition and social and emotional processing. The human brain is also characterized by functional lateralizations, reflecting specializations of the cerebral hemispheres in humans for different types of processing, facilitating fast and reliable communication between neural cells in an enlarged brain. The features observed in the adult brain reflect human-specific patterns of brain development. Compared to the brains of other primates, the human brain takes longer to mature, promoting an extended period for establishing cortical microcircuitry and its modifications. Together, these features may underlie the prolonged period of learning and acquisition of technical and social skills necessary for survival, creating a unique cognitive and behavioral niche typical of our species. The neuroanatomical findings are in concordance with molecular analyses, which suggest a trend toward heterochrony in the expression of genes implicated in different functions. These include synaptogenesis, neuronal maturation, and plasticity in humans, mutations in genes implicated in neurite outgrowth and plasticity, and an increased role of regulatory mechanisms, potentially promoting fast modification of neuronal morphologies in response to new computational demands. At the same time, endocranial casts of fossil hominins provide an insight into the timing of the emergence of uniquely human features in the course of evolution. We conclude by proposing several ways of combining comparative neuroanatomy, molecular biology and insights gained from fossil endocasts in future research.

This is the result of direct contact with their constituency and other CERT teams, which often serve as the first line of support when faced with new threats. The dynamic development of threats remains a never ending challenge not just for them, but the entire security industry. Research and development projects that are launched in response to analyzing threats, often have a problem keeping up and developing adequate tools that can be applied in practice. Nevertheless, creating new platforms that can facilitate detection and improve situation awareness is critical in order to stop these threats.

Observations of dense remotely-sensed and sparse in situ data will be assimilated to continuously improve model performance, and where the data is uncertain or absent, the model will be used to fill in the gaps and construct a more complete estimate of current or near-future conditions. The objectives of the proposed study are to: (1) Develop methods for estimating relevant Delft3D model inputs and outputs from airborne and shore-based video and radar observations. (2) Develop and implement techniques to assimilate these data in Delft3D. (3) Validate the assimilation model by hindcasting with the remote observations and sparse in situ data sampled from field experiments. (4) Improve numerical model formulations to narrow error bands on model predictions (5) Generate nowcasts and forecasts of the nearshore environment.

This thesis discusses the evolution, development, and future of affirmative action in government. Executive Order 11246 formally created affirmative action in 1965 as a remedy for underuse of minorities and women in the workplace and classroom. Many private businesses believe government organizations promote diversity and social equity. Many local government organizations attempt to balance the demographics of senior minority leaders with the demographics of the employment population, and the demographics of the employment population with the demographics of the community. This may be difficult, since many individuals promoted to middle managers and senior executives have longevity within the organization. Consequently, the perception is that some organizations establish glass ceilings, quotas, or goals, and use inappropriate practices to reach these goals. This strategy has led many to believe that affirmative action promotes hiring individuals on the basis of their race, color, creed, gender, or national origin without regard to their qualifications. Some argue there is no longer a need for affirmative action, but an analysis of middle managers and senior executives within government organizations may show a disparity of minorities and women in leadership positions. The personnel manager has the challenge of trying to satisfy the needs of affirmative action programs while hiring the most qualified applicant for the job. Several court cases have established some precedence on the rulings involving affirmative action. Court rulings identified some of the shortcomings with affirmative action in private businesses and government. In retrospect, the future of affirmative action is uncertain. Political issues and court decisions challenge government officials to continue promoting social equality and workforce diversity. If a nation free of prejudice and inequality can be established, there will no longer be a need for affirmative action. Contains a 37-item bibliography. (Author/BT)

This spring, we have focused our research on completing laboratory analysis on the Eckernforde data and preparations for the Gassy Mud Meetings in June. We are integrating sedimentological, radioisotopic, and benthic biological results with benthic boundary-layer physical data to quantitatively assess the processes controlling sedimentary fabric in the central basin of Eckernforde Bay. The summaries of these results are attached and are the actual abstracts sent in for the Workshop on Modeling Methane Rich Sediments of Eckernforde Bay. For the Key West experiment, we are in the early stages of radiochemical and faunal analysis of box core samples.

It reports that, according to Zhang (1994), the evolution of career guidance in China can be divided into six stages: the rise of vocational guidance and education (1917-1949); reorientation (1950-1965); abandonment (1966-1976); transition (1977-1986); experimentation (1987-1989); and expansionism (1990-present). Career development in Hong Kong is rather a recent development and can be classified into three stages: the rise and development of vocational guidance (1958-1978); the transitional period from vocational guidance to career guidance (1978-1990); and the consolidation period (1990-present).
