Command and Control (C2) is an important eliminate to military operations. This is a concept that has been around for a long time and is recognized for its importance on military effectiveness. However, identifying the scope of C2 and the effectiveness as a component of a system is difficult. Differing opinion exists as to what really contributes to C2 and how to measure C2 performance. There is a significant need as new C2 concepts and systems are being developed for a systems approach to define and measure C2. It is helpful to define C2 in the context of a system and develop an approach to Metrics identification for evaluating C2 performance and effectiveness. The metrics must be dynamic to account for the different goals of C2 systems. This paper provides a recommended approach to help solve this problem by viewing C2 as a component of a system. Metrics need to help identify effectiveness and performance measures to help indicate C2 performance. Metrics can be used to help identify system requirements and testing and evaluation for the effectiveness of the C2 approach.

7DTIC ADA543797: Control Of Total Ownership Costs Of DoD Acquisition Development Programs Through Integrated Systems Engineering Processes And Metrics

Many DoD weapon systems acquisition programs are exceeding their original estimates for total ownership costs. There are probably many contributing factors to this cost growth, but is Systems Engineering (SE) one of them? How can systems engineering processes, methods, and practices be improved to better control total ownership cost growth in DoD acquisition programs? This paper discusses research in developing an understanding of how SE can be optimized for developing high confidence estimates and better control of acquisition program total ownership costs (TOC). Although this research is in the very early stages, we discuss the technical approach to investigating systems engineering methods and practices related to TOC as executed at one of the Navy's major system acquisition commends (Naval Air Systems Command-NAVAIR). We discuss very preliminary findings and set the stage for further research results.

This report results from a contract tasking Universidad Publica de Navarra as follows: The project includes the following topics: (1) Study of the State of the Art on QFT automatic loop-shaping; (2) Analysis of the classical theorems that define the control limitations on performance in SISO systems; (3) Synthesis of the main characteristics of an experienced loop-shaping controller design; (4) From the model uncertainty and the performance and stability specifications, definition of the bound restrictions as quadratic inequalities; (5) Selection of an optimum searching algorithm; (6) Design of the new automatic loop-shaping methodology to design QFT controllers; and (7) Validation with several demanding examples. OUTPUTS: (1) Technical Note TN1 that presents the new automatic loop-shaping QFT methodology, including the new theory developed and the validation cases. (2) Matlab modules and scripts.

Formulating Measures of Effectiveness (MOE) for complex socio-technical systems is a difficult task. Systems such as these only become purposeful when they are integrated as part of a parent system. Without this parent system they are purposive and are unable to perform a mission. The MOEs of these component systems are tightly linked to the contribution they can make to the achievement of the parent system's mission. In military operations, the purposeful system is the result of the synergy generated by the component systems that constitute the force assigned to the commander to accomplish a mission. These components combine to provide the emergent properties necessary to satisfy the need and their individual effectiveness is assessed on the contribution they make to the parent system. An essential component of this purposeful system is Command and Control (C2) but it is difficult to separate the contribution that C2 makes to its parent system from those made by other component subsystems or to treat C2 as an isolated system. Because of this, the formulation of MOEs for C2, and for similar systems in other areas, a difficult task. It is possible that the behavioural or soft' sciences will offer a solution.

21Space Orbiter Engineering Change Control In Context Of Systems Engineering

In this research, an engineered process with a new approach to change control is presented and implemented on a complex space product. This approach involves using design constraint levels in a combination of two design structure matrix (DSM) structures and a systematic process for controlling changes. The system process includes the use of the system change evaluation code, how to create the transfer model, and the management evaluation of the requested change. While using similar existing methods in the literature, this paper provides a systematic approach to apply the knowledge of the designers of a space project to guide change control of large engineering projects, including managerial change control decisions and how to identify the best path for the change control process. Finally, a space orbiter has been selected for a brief implementation of a case study. The comparative results show the benefit of the proposed approach.

The article is devoted to solving the main tasks set in the work with the aim of analyzing and substantiating the implementation of intelligent control systems in technological processes of mechanical engineering, with an emphasis on increasing efficiency, accuracy, and reliability of production. The use of multi-agent systems and decentralized control systems, which significantly enhance the flexibility and adaptability of production, is analyzed. Special attention is paid to the role of physics-informed neural networks in fault diagnosis, which ensures increased reliability and reduced maintenance costs for equipment. The effectiveness of applying machine learning algorithms to optimize production processes, particularly in material processing and equipment maintenance, is evaluated. The impact of integrating intelligent control systems on production performance and quality, especially in the processes of milling and bonding large parts, is considered. Practical recommendations have been developed for the implementation of an adaptive intelligent production management system (AIPMS), which combines multi-agent systems, neural networks, digital twins, and innovative materials. The implementation of the artificial intelligence concept in production processes will contribute to the further development of mechanical engineering from a technological perspective, enabling enterprises to adopt innovations more rapidly, increase automation, and enhance the adaptability of technological processes, which in turn will lead to significant improvements in product quality and competitiveness. The use of such systems allows optimizing technological processes, reducing the number of defects, lowering energy consumption, and improving environmental efficiency.

Similarly in the construction of high energy physics devices the collection of (often evolving) engineering data is central to the subsequent physics analysis. Traditionally in industry design engineers have employed Engineering Data Management Systems (also called Product Data Management Systems) to coordinate and control access to documented versions of product designs. However, these systems provide control only at the collaborative design level and are seldom used beyond design. Workflow management systems, on the other hand, are employed in industry to coordinate and support the more complex and repeatable work processes of the production environment. Commercial workflow products cannot support the highly dynamic activities found both in the design stages of product development and in rapidly evolving workflow definitions. The integration of Product Data Management with Workflow Management can provide support for product development from initial CAD/CAM collaborative design through to the support and optimisation of production workflow activities. This paper investigates this integration and proposes a philosophy for the support of product data throughout the full development and production lifecycle and demonstrates its usefulness in the construction of CMS detectors.

An executive control system (ECS) is a software structure for unifying various applications codes into a comprehensive system. It provides a library of applications, a uniform access method through a cental user interface, and a data management facility. A survey of twenty-four executive control systems designed to unify various CAD/CAE applications for use in diverse engineering design environments within government and industry was conducted. The goals of this research were to establish system requirements to survey state-of-the-art architectural design approaches, and to provide an overview of the historical evolution of these systems. Foundations for design are presented and include environmental settings, system requirements, major architectural components, and a system classification scheme based on knowledge of the supported engineering domain(s). An overview of the design approaches used in developing the major architectural components of an ECS is presented with examples taken from the surveyed systems. Attention is drawn to four major areas of ECS development: interdisciplinary usage; standardization; knowledge utilization; and computer science technology transfer.

The Apollo Program experience from early 1962 to July 1969 with respect to the engineering-simulation support and the problems encountered is summarized in this report. Engineering simulation in support of the Apollo guidance and control system is discussed in terms of design analysis and verification, certification of hardware in closed-loop operation, verification of hardware/software compatibility, and verification of both software and procedures for each mission. Despite the growing popularity of unmanned systems being deployed in the military domain, limited research efforts have been dedicated to the progress of ground system developments. Dedicated efforts for unmanned ground vehicles (UGV) focused largely on operations in continental environments, places where vegetation is relatively sparse compared to a tropical jungle or plantation estate commonly found in Asia. This research explore methods for the development of an UGV that would be capable of operating autonomously in a densely cluttered environment such as that found in Asia. This thesis adopted a systems engineering approach to understand the pertinent parameters affecting the performance of the UGV in order to evaluate, design and develop the necessary guidance, navigation and control algorithms for the UGV. The thesis uses methodologies such as the pure pursuit method for path following and the vector field histogram method for obstacle avoidance as the main guidance and control algorithm governing the movement of the UGV. The thesis then considers the use of feature recognition method of image processing to form the basis of the target identification and tracking algorithm.

The Space Launch System (SLS) Core Stage (CS) Thrust Vector Control (TVC)\nsystem is comprised of 8 mechanical feedback Shuttle heritage Type III TVC\nactuators and four RS-25 engines, each attached to a Shuttle heritage gimbal\nblock/bearing. Two actuators are used to move each engine in two planes perpendicular\nto one another (i.e., pitch and yaw). The TVC system design leverages\nhardware from the Space Shuttle program as well as new hardware designed\nspecifically for the Core Stage.\nThe Space Shuttle heritage hardware directly reused on SLS includes the Orbiter\nTVC hydraulic servo-actuators (with two slight design modifications), the\nOrbiter hydraulic circulation pumps, the Orbiter gimbal block/bearing, and the\nSolid Rocket Booster hydraulic pumps. The Core Auxiliary Power Unit (CAPU)\nis derived from the Orbiter Auxiliary Power Unit (APU). The Orbiter and Solid\nRocket Booster APU turbines are powered by hot gas produced by catalyzed hydrazine\ndecomposition. On the SLS Core Stage, the CAPU turbine is spun using\ncold gas tapped-off from the RS-25 to CS liquid hydrogen autogenous pressurization\nline.\nWhile direct reuse or slight modification of existing hardware may seem to be\na triple-win for a program in cost, schedule, and technical risk mitigation, those\nbenefits can only be realized when its degree of application in a new system is carefully\nand thoughtfully managed. The heritage hardware reuse should be prescribed\nwithin the heritage design capability and reuse environments must lie within the\nenvelope of heritage qualification testing. Despite the significant test and flight experience\nof the Shuttle heritage hardware components, successful integration with\nthe newly designed CS TVC components and incorporation into the stage design\nproved to be a challenge which required re-qualification of the heritage hardware\nas well as thorough integrated testing to support flight certification.\nExamples of the challenges that were overcome include: re-qualifying heritage\nhardware to survive new shock and vibration environments, certifying performance\nof extensively modified heritage hardware, regenerating design insight\ndue to lack of available heritage vendor data, showing compliance to modern structural\ndesign standards, translation of heritage requirements for analog avionics to\nmodern digital avionics, and interfacing heritage mechanical hardware with newly\ndesigned avionics. This paper is the second installment in a seven-paper series\nsurveying the design, engineering, test validation, and flight performance of the\nCore Stage Thrust Vector Control system. This paper will discuss several engineering\nchallenges encountered during the development process for SLS CS TVC\nand how they were successfully overcome to reach flight readiness.

This report discusses issues related to the methods and tools required to support the development and evolution of future generations of Command Control Communications Intelligence and Information Warfare (C3I/IW) systems. It focuses on concepts and approaches defined as part of the Takari programme and considers issues related to tool support for the development of Takari Capability and Technology Demonstrators (CTDs) such as the proposed Experimental C3I Technology Environment (EXC3ITE). A Component-Based Software Engineering (CBSE) lifecycle, which includes both Domain Engineering and Product Engineering, is proposed as a possible development strategy. A tool categorisation framework is defined to help define tool requirements. An initial survey of CBSE tools provides examples of currently available tools which could be considered for each of the tool categories.

This thesis reports on an effort to design and implement a modern interactive computer-aided design and analysis package for control systems. This package applies to discrete and continuous time systems. The thesis effort continues the effort begun by Captain Glen T. Logan who used a control engineering design and analysis computer program called TOTAL as his starting point. This thesis project uses top-down structured analysis and programming techniques to define the new program called ICECAP (Interactive Control Engineering Computer Analysis Package). A user-oriented command language forms the basic structure. of ICECAP. On-line assistance is provided to the user. The program makes use of CRT (Cathode Ray Tube) terminals with a limited graphics capability to improve the user environment. The program structure allows features to be added in a modular fashion so that others can continue the effort. Emphasis was placed on implementing the continuous time functions first. (Author)

This paper explores future tactical battle management and command and control (BMC2) as a complex system of systems. The future tactical BMC2 of warfare assets quickly becomes a challenging endeavor as the number of collaborating warfare assets and the physical distance between them increases. Likewise, as the tactical threat environment grows more complex, the ability to command and control the warfare assets to effectively respond and operate becomes an increasingly complex mission. Therefore, complex BMC2 tasks are needed to address the complex mission, and a complex BMC2 system of systems is required to perform these tasks. Part 1 of the paper examines future BMC2 systems to determine whether and how they might embody complexity. Part 2 delves into a deeper examination of the complexity characteristics of BMC2 through comparisons with some principles of complexity. Finally, Part 3 discusses some complex systems engineering methods that have potential for application in the development of future tactical BMC2 endeavors.
