Large scale releases of explosive contaminated water have occurred in connection with manufacture of explosives, with load assembly and pack operations and at centers for the disassembly and recycle of munitions. The most serious contamination is at sites where explosive contaminated pink water was discarded in unlined evaporation lagoons. Sediments in pink water lagoons normally contain a high concentration of explosive and contamination of ground- water is usually the result. In an effort to remediate this hazard, the U.S. Army has chosen incineration of the contaminated soil as the best means of remediation. Although there is general agreement as to the superiority of incineration for this purpose, the process is complex and environmental, legal and financial questions remain.

Approximately 11,000 tons of petroleum contaminated soil was removed and treated at Site 11, as part of the ongoing Installation Restoration Program (IRP) activities. The contaminated soil was removed and transported to the Soil Safe, Inc. Treatment facility in Savannah, located within 2 miles of the site. Excavations were backfilled with clean soil and the site restored using sod and seed. No further significant source area exists at Site 11 and no additional soil remediation is recommended.

6DTIC ADP017707: Natural Attenuation Remediation Of Lead-Contaminated Soils At A Former Open Burning Propellant Disposal Site

Lead-contaminated surface soils at an eleven-acre former open-burning propellant disposal site at the Badger Army Ammunition Plant were scheduled for remediation by phosphate-addition soil stabilization and soil cover construction. Laboratory treatability tests performed to select an effective mix of stabilization compounds suggested that native soils (a 5 - 7 foot thick loess deposit) underlying the contaminated topsoil had a high capacity to immobilize/attenuate lead naturally, without the addition of artificial chemical stabilizers. This initial testing showed that over 99% of dissolved lead content was removed from leachates contacted with the underlying soils, up to a leachate lead content of over 10,000 microgram/l. Before further studies were undertaken to support remediation through natural attenuation for this site, soil borings were installed on a 1001 grid to establish the presence of the attenuating loess layer across the entire site. Then, leachates created from contaminated site soils through the Synthetic Precipitation Leaching Procedure (SPLP) were contacted with underlying attenuating soil. Pre-contact and post-contact leachate lead concentrations were tracked to determine the level of attenuation achieved. The SPIP leachates, which characteristically had a low dissolved lead content, were also spiked with higher concentrations of lead (up to 10,000 microgram/l). Using these spiked leachates, the soils attenuation capacity at higher lead levels was evaluated. The results showed that the underlying soils had over 20,000 times more capacity to attenuate dissolved lead than the contaminated soils had capacity to generate dissolved lead. Securing approval from regulators to forego chemical stabilization/soil cover in favor of natural attenuation/soil cover was a rigorous process. Uke most military installations, remedial activities at Badger AAP are closely scrutinized by regulators and a local environmental group.

A meeting was held at the Old Burn Area (Site 11), Savannah Air National Guard (ANG) Base, Savannah, Georgia, on April 9, 1997, to conduct the Final Inspection of the remedial actions conducted at the site between January 6, 1997, and March 8, 1997. The Final Inspection was conducted by representatives from the Savannah ANG, Gulfstream Aerospace Corporation, the independent construction oversight representative from PEER Consultants, P.C. (PEER), and the construction contractor (AER) and their subcontractor (Soil Safe, Inc.). Final Inspection attendees are listed in Attachment A The remediation activities at Site 11 included the excavation of contaminated soil in two areas, treatment of excavated soils by incorporation in soil cement, backlling the excavations, and restoring with sod. Site remediation activities were completed on March 8, 1997. During the Final Inspection, a walk-over was conducted at the two excavation areas. The majority of the sod appeared to be well established, green and healthy in most areas. Watering of the sod was still being conducted by Soil Safe. A few small areas of brown and/or dead sod were observed around the perimeter of the site; however, Major Eaddy (Savannah ANG), Bill Sherrod (Gulfstream), and Lori Melroy (PEER) concurred that the remaining sod and native cover would rapidly replace the damaged area. Paul Lewczyk (Soil Safe) agreed to leave the water hoses in place for a few additional weeks so that the Gulfstream personnel could continue watering the sod to ensure its continued growth. Lori Melroy requested that AER provide a 'certificate of destruction' for the excavated soil upon receipt from Soil Safe for inclusion in the Closure Report (to be prepared by PEER).
