Constructability is defined, for the purposes of the Navy, as 'the practicability and correctness of a project design, including the inherent capability of the contract documents to be understood, bid, administered, and enforced'. The policy of the Naval Facilities Engineering Command is that a constructability type of review must be conducted to assure that the project design is compatible with the project site, site conditions, and available construction materials and methods. In addition, this review should also assure that the contract drawings and specifications do not contain significant design errors, omissions and/or ambiguities.

This thesis presents an analysis of the US Army Corps of Engineers' Sargent Beach, Texas Erosion Control Project and makes recommendations concerning risk assessment, project controls, and contracting strategy in order to maximize the chances of overall project success. The main source of data for the study was a constructability symposium conducted for the purpose of soliciting input into the project planning and design process from construction contractor representatives experienced in the field of heavy marine construction. This thesis also examines the elements of a successful constructability symposium, and models that and other options available to the Corps of Engineers and other public sector entities for gaining construction contractor input into project planning and design.

Red-Blue Connector Update to 2010 DEIR: Constructability October 15, 2018

This thesis presents an analysis of the logistical constructability issues identified for the Sargent Beach, Texas, Shoreline Protection Project. The U.S. Army Corps of Engineers, Galveston District recognized the advantages of employing constructability concepts and agreed to establish a relationship with the Construction Industry Institute (CII) in order to achieve a constructability study on this project. By incorporating construction knowledge and experience early in the planning and design phase, the District felt that it could significantly enhance overall project success. Constructability concepts have been shown to decrease project duration, maximize construction efficiency, and optimize overall cost. This thesis was developed in conjunction with the CII study and concentrates on the logistical aspects of the project to include, construction materials, transportation and handling, and work site operations. In addition, a research methodology is outlined to assist future, similar studies in the area of logistical constructability issues. Conclusions and recommendations are presented based on the results of the analysis.

This report first examines the definition of a ROICC(Navy Resident Office in Charge of Construction) constructability review and explores the impacts of poor reviews and causes of contract document errors. Next, a summary and analysis of existing ROICC constructability reviewing guidance culminates in conclusions and recommendations for guidance improvements. It is recommended that a thorough how-to form of constructability review guidance is needed to replace current guidance consisting of brief memory aid checklists. The second section of the report details such a proposed how-to guide for ROICC constructability reviews. It consists of detailed reviewing guidance and illustrative examples.

Expert knowledge and lessons-learned in the construction phase of a project are not being effectively fed back to the design and construction phases of subsequent projects. The advancement of construction since ancient times has been predicated on the communication of lessons-learned. Anecdotal story telling has evolved into case studies and formal systems for the classification and dissemination of lessons-learned. While past efforts have focused on the design phase, opportunities for collection and dissemination exist in all phases of the facility life-cycle. Constructability, the early integration of construction knowledge into all phases of a project, can be improved by effectively utilizing lessons-learned. Traditional methods of collecting and disseminating construction lessons-learned have enjoyed limited success due to the unmanageable format, the lack of a meaningful classification system, and difficulty integrating the new system into existing operations and procedures. Current hardware and software environments provide powerful tools for constructors to document and communicate lessons from the field more effectively. This thesis analyzes existing lessons-learned systems, identifies the challenges to effective feedback systems, and proposes a model of a knowledge based information system for construction.
