This thesis makes a recommendation for the hardware design of a microcomputer based simulation system for the training of US Army Signal Corps officers in communications network management. In order to do this, the first step was to establish the requirements for communications network management in a Signal Battalion S-3 section, and based upon these requirements, establish the criteria for the simulation system. Once the criteria were established, several computer systems currently in use in the Armed Forces as simulators or as decision making aids, were rated against the criteria. Because of these ratings, the Army Tactical Frequency Engineering System (ATFES), with the Tower microcomputer, was selected for further study as the system the simulator design would be based upon. The system designed consisted of two networked Tower microcomputers, with the persons being trained using one, and the exercise controllers using the second. As a result of this design, the personnel being trained appear to be in an actual operations environment, and do not have any direct contact with the computer simulations. All simulations are given to the students through the controllers. In this manner, the realism is increased for the students, and a more effective training environment is established.

This framework, known as the "Iceberg Metaphor" or the "Michigan Model of educational telecommunications," maintains that on-line communication is similar to the tip of an iceberg, whereas a great deal of the conference participants' learning experience takes place off-line. This conceptual framework was used in a recent case study at the University of Michigan regarding preservice teachers' use of a computer conference. The Metaphor's implication for this study was to shift the focus of inquiry from the conference transcript to extensive interviews with the participants to better understand their overall engagement with the conference. A summary of this study and its major findings are presented. The final section of this article discusses the possible implications the Iceberg Metaphor and related research may have for the creation, implementation, and evaluation of international educational computer conferences. The third study examined the viability of having the BNCOC instructors implement this courseware and the viability of using group CBI training in a regular 19K BNCOC class. This investigation's findings have shown that this CBI courseware is effective for training 19K BNCOC students in Military Communications and that grouped CBI training appears to be perferable to individualized CBI training for this courseware. In order to apply modern networking technology, either circuit- or packetswitched, to tactical communications networks, network designers must develop (1) robust link level protocols to handle broadcast media and node mobility and (2) distributed, adaptive routing protocols to handle the rapid reconfigurations required by node mobility and mortality. In addition, from the network manager's point of view, combat imposes electronic order of battle constraints that can affect network performance and limit the available network configurations. Optimizing message throughput under such design and operational constraints is extremely difficult. Intended as an aid to both network designers and managers, this study describes a network monitor that uses modern high-speed graphics hardware and a responsive multi-window user interface to depict, in real-time, the state of a packet- or circuit-switched tactical communications network. We model the network state as a set of overlays to an existing well-known tactical display format, namely that of Naval Tactical Data System (NTDS). In our implementation, tactical and network displays are decoupled in order to allow the network monitor's use with other graphical combat information systems.

Complex visual simulations can strain the capability of a single workstation. A mix of different workstations is often more economical than the use of a large processor for such simulations. Methods of communicating between such workstations are needed that allow the developer to spend effort on the simulation and not on communications. Simple protocols are developed to support both broadcast and direct-connect communications between workstations using TCP/IP on an Ethernet. The Communications-Computer Systems Planning and Implementation career ladder was surveyed to provide current job and task data for use in updating career ladder documents and training programs. Survey results are based on responses from 571 Active Duty (AD) and Air National Guard (ANG) members accounting for 56 percent of the total surveyed population. Four clusters and four independent jobs were identified in the 3C3Xl structure analysis accounting for 84 percent of the total sample. The remaining 16 percent did not fall into any of the identified jobs and clusters. The Plans/Implementations Cluster encompassed the largest percentage of this career ladder. Respondents from this cluster perform the core work of the 3C3X1 specialty, from planning and implementation to requirements analysis and identification. The second largest group identified was the Automated Data Processing Equipment (ADPE) Management Cluster. Members from this cluster are predominantly ANG and perform tasks largely set apart from the rest of the career ladder. Other groups identified include the Unit Deployment Manager Cluster, Financial/Contracting Cluster, CSIR Monitor Job, Requirements Processing Job, Training Superintendent Job, and Architecture/Integration Superintendent Job. AFSC 3C3Xl personnel progress atypically through the career ladder. Only a small number of DAFSC 3C33 1 members are in this career ladder (most jobs require at least a 5-skill level). Mainly 5- and 7-skill level members perform the core work. There is some broadening into management and supervisory tasks for the 7-skill levels, but not as pronounced as in other career ladders. At the 9-skill level, members perform high-level planning and coordination activities and spend a low amount of time supervising. ANG 9-skill level members perform many training tasks as well.

Efficient and reliable high frequency skywave communication can be obtained only if wave propagation paths are carefully analyzed and if an antenna which transmits and receives signals along the desired paths can be selected and designed. The Programmable Cockpit is a multi computer system which is used for research into display design, cockpit layouts, crew workload and other human factors issues. It currently consists of four closely arranged screens onto which different cockpit instruments can be displayed, all driven from a common aircraft model. This provides a test-bed for determining the effectiveness of new or modified instruments, as they can be assessed in an environment simulating the cockpit as a whole. The system incorporates a distributed processing network of five processors, each performing a distinctive part of the simulation. The tasks are broken up as follows. FDM (Flight Dynamic Model); CD (Control Display); HUD (Head Up Display); HDD (Head Down Display); and MMD (moving Map Display).

This thesis examines the topology and transmission mediums for a local computer network to support interconnection of heterogenous computing devices within the Supply Point Logistics Communications Environment (SPICE). A topology and appropriate network protocols for management of the intranetwork communications are recommended. Additionally, a protocol to ensure proper delivery of messages which must pass outside the local network to reach another SPICE configuration via an interconnecting network is discussed.
