Approved For ReleasF Ofdl 'rlCIA-RE)153N]~415A000600050073-9 *USAF Declass/Release Instructions On File* DEPARTMENT OF THE AIR FORCE ATTG Reg 355-3 1130TH AEROSPACE TECHNICAL DEVELOPMENT AND TRAINING GROUP 1 February 1974 Edwards Air Force Base, California 93523 y Disaster Preparedness COMMAND, CONTROL, AND ALERT PROCEDURES DURING DISASTER SITUATIONS This regulation describes basic unit procedures for maintaining command and control during disaster situations. It also describes the alert procedures used on Edwards AFB. 1. Responsibility. a. The Commander will oversee all operations described in this regulation and implement changes as necessary. b. The Disaster Preparedness Officer will update this reg- ulation as necessary, assist the Commander, and man the Unit Control Center during disaster situations. c. Each ATTG section will establish procedures to conform with this plan as well as AFM 355-1. 2. Procedures. a. Administration and Logistics will be accomplished on a normal operational basis. b. Command will be exercised from the Unit Control Center during disaster situations. (1) The Control Center will be located in Bldg. 4506 (Operations) telephone ext. 72410 or 72419. c. Communications facilities including UHF, VHF, and HF .radios are located in this control center. (1) Emergency radio frequencies to be utilized by base agencies with their designated call signs are listed in AFFTC OPLAN 355. Supersedes ATTG Reg 355-3, 8 November 1972 OPR: Ops DISTRIBUTION: X Approved For Release 2OO1 0&2 I RD -0(24tBA000600050073-9 .ATTG RAPprbd'#or Release 20(M/'CIATIP2419AN00600050073-9 d. Alert systems employed by the Base are described below: (1) Alert Signal: This is a three to five minute steady tone on the Base Air Horn. It will be activated for imminent peace time weather emergencies or other emergencies as determined by the Center Commander.' It shall mean to all personnel that instructions will be forthcoming via cable television, Security Police sound trucks, or PA systems. This alert signal will be sounded each Friday at 1200 hours for 30 seconds as a functional check. (2). Attack Warning: This i.s.a series of intermittent blasts for three minutes on the Base Air Horn. It will be sounded only when an actual NBC attack is taking place against this country. (3) The All Clear notification will be made by Security Police sound trucks and shelter PA systems. (44) Additional alert postures (DEFCON) are explained in AFFTC OPLAN 355. This OPLAN also lists base alerting procedures for assigned units and emergency radio frequencies. RO R L. This thesis provides a comprehensive study of data compression standards used by both the military and commercial industry. Text, still imagery, video and audio compression are discussed. Several of the military standards described appear to be lacking in both performance and technology when compared to the international standards available. International standards could support the objectives as well as the functionality of the Global Command and Control System. The international standards could also provide better long term interoperability and information exchange capabilities than the currently available military standards.

This grant, Intelligent Command and Control Systems for Satellite Ground Operations, funded by NASA Goddard Space Flight Center, has spanned almost a decade. During this time, it has supported a broad range of research addressing the changing needs of NASA operations. It is important to note that many of NASA's evolving needs, for example, use of automation to drastically reduce (e.g., 70%) operations costs, are similar requirements in both government and private sectors. Initially the research addressed the appropriate use of emerging and inexpensive computational technologies, such as X Windows, graphics, and color, together with COTS (commercial-off-the-shelf) hardware and software such as standard Unix workstations to re-engineer satellite operations centers. The first phase of research supported by this grant explored the development of principled design methodologies to make effective use of emerging and inexpensive technologies. The ultimate performance measures for new designs were whether or not they increased system effectiveness while decreasing costs. GT-MOCA (The Georgia Tech Mission Operations Cooperative Associate) and GT-VITA (Georgia Tech Visual and Inspectable Tutor and Assistant), whose latter stages were supported by this research, explored model-based design of collaborative operations teams and the design of intelligent tutoring systems, respectively. Implemented in proof-of-concept form for satellite operations, empirical evaluations of both, using satellite operators for the former and personnel involved in satellite control operations for the latter, demonstrated unequivocally the feasibility and effectiveness of the proposed modeling and design strategy underlying both research efforts. The proof-of-concept implementation of GT-MOCA showed that the methodology could specify software requirements that enabled a human-computer operations team to perform without any significant performance differences from the standard two-person satellite operations team. GT-VITA, using the same underlying methodology, the operator function model (OFM), and its computational implementation, OFMspert, successfully taught satellite control knowledge required by flight operations team members. The tutor structured knowledge in three ways: declarative knowledge (e.g., What is this? What does it do?), procedural knowledge, and operational skill. Operational skill is essential in real-time operations. It combines the two former knowledge types, assisting a student to use them effectively in a dynamic, multi-tasking, real-time operations environment. A high-fidelity simulator of the operator interface to the ground control system, including an almost full replication of both the human-computer interface and human interaction with the dynamic system, was used in the GT-MOCA and GT-VITA evaluations. The GT-VITA empirical evaluation, conducted with a range of'novices' that included GSFC operations management, GSFC operations software developers, and new flight operations team members, demonstrated that GT-VITA effectively taught a wide range of knowledge in a succinct and engaging manner.

During the fall 2013 semester, I worked at the Kennedy Space Center as an IT Security Intern in support of the Spaceport Command and Control System under the guidance of the IT Security Lead Engineer. Some of my responsibilities included assisting with security plan documentation collection, system hardware and software inventory, and malicious code and malware scanning. Throughout the semester, I had the opportunity to work on a wide range of security related projects. However, there are three projects in particular that stand out. The first project I completed was updating a large interactive spreadsheet that details the SANS Institutes Top 20 Critical Security Controls. My task was to add in all of the new commercial of the shelf (COTS) software listed on the SANS website that can be used to meet their Top 20 controls. In total, there are 153 unique security tools listed by SANS that meet one or more of their 20 controls. My second project was the creation of a database that will allow my mentor to keep track of the work done by the contractors that report to him in a more efficient manner by recording events as they occur throughout the quarter. Lastly, I expanded upon a security assessment of the Linux machines being used on center that I began last semester. To do this, I used a vulnerability and configuration tool that scans hosts remotely through the network and presents the user with an abundance of information detailing each machines configuration. The experience I gained from working on each of these projects has been invaluable, and I look forward to returning in the spring semester to continue working with the IT Security team.

17Deployable Command And Control System For Over The Horizon Small Boat Operations

The Deployable Navigation System (DeNS) is a prototype system designed to facilitate Command and Control during over the horizon small boat operations. It is designed to allow small boats to deploy from their host ships with a Bluetooth GPS (Global Positioning System) receiver and PDA (Personal Digital Assistant) running the appropriate software which provides a real time navigational picture in terms of position and relation to a predetermined track. This same data is shipped immediately back to the control ship via a wireless network and displayed on a laptop computer to allow the mission commander to monitor the small boatâ s progress and position, also in real time. The small boatâ s relation to the track is compared on every received fix and appropriate indicators are displayed to inform both users if a predetermined distance from track (track tolerance) has been exceeded. It utilizes jpg formatted maps that are derived directly from the Digital Nautical Chart (DNC) library overlaid with track information. Positions received from the GPS are converted to pixel coordinates that correspond to their original positions on the jpg chart and plotted, providing an electronic display that is very similar in appearance to the traditional plot maintained on paper charts.

NASA is investigating a range of future human spaceflight missions, including both Mars-distance and Near Earth Object (NEO) targets. Of significant importance for these missions is the balance between crew autonomy and vehicle automation. As distance from Earth results in increasing communication delays, future crews need both the capability and authority to independently make decisions. However, small crews cannot take on all functions performed by ground today, and so vehicles must be more automated to reduce the crew workload for such missions. NASA's Advanced Exploration Systems Program funded Autonomous Mission Operations (AMO) project conducted an autonomous command and control experiment on-board the International Space Station that demonstrated single action intelligent procedures for crew command and control. The target problem was to enable crew initialization of a facility class rack with power and thermal interfaces, and involving core and payload command and telemetry processing, without support from ground controllers. This autonomous operations capability is enabling in scenarios such as initialization of a medical facility to respond to a crew medical emergency, and representative of other spacecraft autonomy challenges. The experiment was conducted using the Expedite the Processing of Experiments for Space Station (EXPRESS) rack 7, which was located in the Port 2 location within the U.S Laboratory onboard the International Space Station (ISS). Activation and deactivation of this facility is time consuming and operationally intensive, requiring coordination of three flight control positions, 47 nominal steps, 57 commands, 276 telemetry checks, and coordination of multiple ISS systems (both core and payload). Utilization of Draper Laboratory's Timeliner software, deployed on-board the ISS within the Command and Control (C&C) computers and the Payload computers, allowed development of the automated procedures specific to ISS without having to certify and employ novel software for procedure development and execution. The procedures contained the ground procedure logic and actions as possible to include fault detection and recovery capabilities.

The results of efforts to apply powerful Ada constructs to the formatted message handling process are described. The goal of these efforts was to extend the state-of-technology in message handling while at the same time producing production-quality, reusable code. The first effort was initiated in September, 1984 and delivered in April, 1985. That product, the Generic Message Handling Facility, met initial goals, was reused, and is available in the Ada Repository on ARPANET. However, it became apparent during its development that the initial approach to building a message handler template was not optimal. As a result of this initial effort, several alternate approaches were identified, and research is now on-going to identify an improved product. The ultimate goal is to be able to instantly build a message handling system for any message format given a specification of that message format. The problem lies in how to specify the message format, and one that is done, how to use that information to build the message handler. Message handling systems and message types are described. The initial efforts, its results and its shortcomings are detailed. The approach now being taken to build a system which will be significantly easier to implement, and once implemented, easier to use, is described. Finally, conclusions are offered.

The Georgia Tech portion of the Intelligent Control Center project includes several complementary activities. Two major activities entail thesis level research; the other activities are either support activities or preliminary explorations (e.g., task analyses) to support the research. The first research activity is the development of principles for the design of active interfaces to support monitoring during real-time supports. It is well known that as the operator's task becomes less active, i.e., more monitoring and less active control, there is concern that the operator will be less involved and less able to rapidly identify anomalous or failure situations. The research project to design active monitoring interfaces is an attempt to remediate this undesirable side-effect of increasingly automated control systems that still depend ultimately on operator supervision. The second research activity is the exploration of the use of case-based reasoning as a way to accumulate operator experience and make it available in computational form.

The status of an ongoing project to explore the application of Intelligent Tutoring System (ITS) technology to NASA command and control languages is described. The primary objective of the current phase of the project is to develop a user interface for an ITS to assist NASA control center personnel in learning Systems Test and Operations Language (STOL). Although this ITS will be developed for Gamma Ray Observatory operators, it will be designed with sufficient flexibility so that its modules may serve as an ITS for other control languages such as the User Interface Language (UIL). The focus of this phase is to develop at least one other form of STOL representation to complement the operational STOL interface. Such an alternative representation would be adaptively employed during the tutoring session to facilitate the learning process. This is a key feature of this ITS which distinguishes it from a simulator that is only capable of representing the operational environment.

This presentation covers the design of a command and control architecture developed by the author for the Combustion Module-2 microgravity experiment, which flew aboard the STS-107 Shuttle mission, The design was implemented to satisfy a hybrid network that utilized TCP/IP for both the onboard segment and ground segment, with an intermediary unreliable transport for the space to ground segment. With the infusion of Internet networking technologies into Space Shuttle, Space Station, and spacecraft avionics systems, comes the need for robust methodologies for ground command and control. Considerations of high bit error links, and unreliable transport over intermittent links must be considered in such systems. Internet protocols applied to these systems, coupled with the appropriate application layer protections, can provide adequate communication architectures for command and control. However, there are inherent limitations and additional complexities added by the use of Internet protocols that must be considered during the design. This presentation will discuss the rationale for the: framework and protocol algorithms developed by the author. A summary of design considerations, implantation issues, and learned lessons will be will be presented. A summary of mission results using this communications architecture will be presented. Additionally, areas of further needed investigation will be identified.

Dual airborne imaging system networks were operated using a wireless line-of-sight telemetry system developed as part of a 2002 unmanned aerial vehicle (UAV) imaging mission over the USA s largest coffee plantation on the Hawaiian island of Kauai. A primary mission objective was the evaluation of commercial-off-the-shelf (COTS) 802.11b wireless technology for reduction of payload telemetry costs associated with UAV remote sensing missions. Predeployment tests with a conventional aircraft demonstrated successful wireless broadband connectivity between a rapidly moving airborne imaging local area network (LAN) and a fixed ground station LAN. Subsequently, two separate LANs with imaging payloads, packaged in exterior-mounted pressure pods attached to the underwing of NASA's Pathfinder-Plus UAV, were operated wirelessly by ground-based LANs over independent Ethernet bridges. Digital images were downlinked from the solar-powered aircraft at data rates of 2-6 megabits per second (Mbps) over a range of 6.5 9.5 km. An integrated wide area network enabled payload monitoring and control through the Internet from a range of ca. 4000 km during parts of the mission. The recent advent of 802.11g technology is expected to boost the system data rate by about a factor of five.

The theories supporting Network Centric Warfare (NCW) continue to mold the tactical use of U.S. forces throughout the global warfare environment. This thesis research will correlate the four tenets of NCW to the tactical employment of the Naval Postgraduate School's LRV. The four tenets of NCW are: 1. A robustly networked force improves information sharing. 2. Information sharing and collaboration enhance the quality of information and shared situational awareness. 3. Shared situational awareness enables self-synchronization. 4. These, in turn, dramatically increase mission effectiveness. The faculty and students at NPS are dedicated to researching methods to leverage science and technology in order to maximize the combat effectiveness of U.S. and allied forces. In teaming with our primary sponsor, U.S. Special Operations Command (SOCOM), NPS has developed the Tactical Network Topology (TNT) series of experiments aimed at providing the warfighter information solutions for the battle space. The NPS LRV was derived from an operational requirement to have a mobile C4I/ISR platform that provides enhanced real-time information sharing to tactically employed units. Total force combat effectiveness is growing more reliant on agile means of information sharing. Wireless communications and collaborative technologies are essential to ensuring dynamic, forward-deployed forces have the ability to transmit and receive critical information when and where it is needed. Through past TNT experimentation, the LRV has not demonstrated itself as a stable platform providing a high-bandwidth information sharing capability. This research advanced the LRV concept by bridging the multiple wireless technologies and providing a reliable high-bandwidth communications link.

Joint Vision 2010 introduces the emerging operational concepts of Dominant Maneuver. Precision Engagement, Focused Logistics, and Full Dimensional Protection enabled by Information Superiority. Information Superiority is gained through operational architectures that closely couple the capabilities of sensors, C2, and shooters. This architecture of future warfare can be characterized as Network Centric Warfare. The Navy's response to adapt and develop new operational concepts in support of Network Centric Warfare is Information Technology for the Twenty First Century (IT-21). IT-21 is a reprioritization of existing Command, Control, Communications, Computers, and Intelligence (C4I) programs of record focused on accelerating the transition to a personal computer (PC) based tactical and support warfighting network. Battle Labs exist Service wide to aid in this growth process. Battle labs are focused organizations created to explore new technology, concepts, doctrine, or tactics, techniques and procedures to improve the efficiency and combat power of the forces. The Systems Technology Battle Lab was established to inject an academic viewpoint into experiments and research sponsored by the MBC and Commander, Third Fleet (COMTHIRDFLT). Currently, the documentation on the systems installed and how they work together to provide a centralized forum for experimentation and research is inadequate. The purpose of this thesis is to provide the STBL user with a guide describing the capabilities of the STBL and an example of its utilization in an integrated form.

46Command And Control In Operations Other Than War: A New Framework

The author presents a new framework for approaching command and control in operations other than war (OOTW). Currently, no common doctrine exists between potential coalition partners to guide the command and control process in this particular environment. As a consequence, coalitions are formed ad-hoc, which has potential consequences for the adequacy of the resulting command and control process and system, and commensurately, for the speed and impact a coalition may have in a target environment. The author examines current U.S. perceptions concerning command and control, intelligence, and communications, and the conceptual adjustments required for U.S. forces involved in the irregular environment. Challenges and lessons learned from recent OOTW are then discussed in order to identifiy, to the degree possible, specific impediments to optimum coalition command and control. Conclusions stress that a common and standardized approach is required to blend the political agendas, capabilities, and limitations of a diverse coalition into an efficient and effective entity. To accomplish this, the approach must include a methodical and iterative process which logically, chronologically, and holistically frames and links the problem at hand, the resources arrayed to address the problem, and the functions that compromise the problem solving process, in a manner appropriate to existing conditions at any particular time. The COordination, COoperation, and COnsensus (CO3) Loop presented in this thesis makes an initial effort at providing the common approach required

A collection of some of the most significant literary work on the English Lake District prior to Thomas West’s A guide to the Lakes (1778). The poet Thomas Gray takes the reader from Brough south to Kendal on his return from a tour in Scotland. An agricultural reformer, Arthur Young, also returning from Scotland, begins his journey in the northern parts of Cumberland with dry descriptions of local farming, but on arriving in Keswick, his account turns to the picturesque scenery around Derwent Water, Ullswater and Windermere. ‘Wild and romantic’ is Young’s phrase, yet the agriculturalist in him comes to the fore as he declares the enclosed landscapes around Kendal and Windermere to be the most picturesque of all. Thomas Pennant’s account of his journey through the district is cursory, and he seems not have noticed the lakes or mountains at all. West’s Guide quotes Gray, Young and Pennant, and its second edition included the full text of Gray’s unpublished letters as an addendum. It also included four short pieces. John Brown’s letter to his former pupil William Gilpin (who would become the foremost exponent of the ‘picturesque’) connects the scenery of the Lakes to European landscape painting. Experimental philosopher Adam Walker provides a note on a local curiosity, the underground passages of Dunald Mill Hole. John Dalton and Richard Cumberland were among the first in a long line of Lakeland poets to be inspired to verse.> - Summary by Phil Benson

The Appeal grabbed readers’ attention in as dramatic a manner as Walker could have possibly imagined. In her book, Maria W. Stewart and the Roots of Black Political Thought, Kirsten Waters writes about how the pamphlet itself was viewed as dangerous by pro-slavery forces, while Walker actively worked to get his text in the hands of Black readers. He did not direct his writing to White audiences, and in the third edition added a special message to Black readers, saying that: <br> <br> It is expected that all coloured men, women, and children† of every nation, language, and tongue under heaven, will try to procure a copy of this Appeal and read it, or get some one to read it to them, for it is designed more particularly for them.
