The 'Clean, Agile Manufacturing of Propellants, Explosives, and Pyrotechnics' (CAMPEP) program managed by ONR and funded by the Strategic Environmental Research and Development Program (SERDP) has an overall goal of enabling a 90% reduction in pollution and scrap from the Nations PEP life cycle. Lockheed Martin Missiles & Space (LMMS) is contributing to the portion of CAMPEP dealing with PEP processes in an effort to eliminate or reduce scrap and to facilitate recycle/recovery of PEP materials. We are focusing on selected PEP processes to understand how the physical/chemical behavior of the propellant or explosive in the process affects the scrap and pollution generated by the process. Gaining this understanding will allow us to improve and control the selected processes to demonstrate pollution reduction. The tools developed for achieving this aim will then be proven and transferable to other PEP processes, furthering the overall SERDP goal. This Program is closely aligned with related programs at other sites involved in the SERDP-sponsored research on the processing science of energetic materials. These groups include the Naval Surface Weapons Center-Indian Head Division (NSWC), Stevens Institute of Technology (SYP), Los Alamos National Laboratory (LANL), Sandia National Laboratory, the California Institute of Technology (CIT), the Massachusetts Institute of Technology (MIT), and the Naval Air Warfare Center (NAWC), China Lake.

The United States Treasury has led efforts to create a $10 billion Clean Technology Fund (CTF), located at the World Bank, to help fund deployment of clean technology to reduce greenhouse gas emissions in developing economies. The Bush administration has asked Congress to authorize and appropriate U.S. funding of $2 billion over three years (FY2009 to FY2011). While many Members of Congress have expressed support for the CTF, others have raised concerns, primarily with respect to whether the CTF should finance carbon-based energy projects. To date, Congress has not passed legislation authorizing or appropriating U.S. contributions to the Fund. This report will be updated as events warrant.

Coal, one of the nation's most abundant energy resources, provides about 25 percent of the nation's energy needs. At the same time, however, emissions resulting from the burning of coal are major contributors to air pollution problems, particularly acid rain. The Department of Energy's (DOE) clean Coal Technology (CCT) program was established in 1984 to provide financial assistance to industry-up to 50 percent of a project's cost-in demonstrating the commercial applications of emerging clean coal technologies that would enhance the use of coal, but in both a more efficient and environmentally acceptable manner.

The following pertinent subject areas were examined: (1) clean room technology per se and its utilization for surgery, (2) microbiological monitoring of the clean room surgical environment, (3) clean rooms and their impact on operating room environmental microbiology, and (4) the effect of the technology on surgical wound infection rates. Conclusions were drawn for each topic investigated.

This contract was part of the Clean, Agile Manufacturing of Explosives (CAME) program managed by ONR and funded by the Strategic Environmental Research and Development Program (SERDP). The overall goal of CAME was to enable a 90% reduction in pollution from the Nation's propellants, explosives, and pyrotechnics (PEP) life cycle. Major elements of CAME designed to address the pollution reduction goal were the reduction or elimination of manufacturing scrap and the development of recycle and/or recovery methods for PEP materials. The CAME effort at Lockheed Martin Missiles & Space (LMMS) focused on a selected process with the alm of understanding how the physical/chemical behavior of a plastic-bonded explosive (PBX) in the process affects the scrap and pollution generated by the process. Specifically, LMMS utilized rheology and magnetic resonance imaging (MRI) to study the flow of suspensions to model PBX injection loading operations developed at Naval Surface Weapons Center-Indian Head Division (NSWC) for BLU-97 submunitions. We examining how suspensions flow through the injection loader geometry and helped identify process conditions that lead to undesirable scrap or defective submunitions. In this manner, the LMMS project addressed the primary CAME goal of pollution reduction through inherently cleaner processes. This LMMS effort was closely aligned with related programs at other sites involved in the SERDP-sponsored research on the processing science of energetic materials. These groups included the NSWC, Stevens Institute of Technology (SIT), Los Alamos National Laboratory (LANL), Sandia National Laboratory, the California Institute of Technology (CIT), the Massachusetts Institute of Technology (MIT), and the Naval Air Warfare Center (NAWC), China Lake.
