This article is from PLoS ONE , volume 9 . Abstract Invasive non-native species (INNS) endanger native biodiversity and are a major economic problem. The management of pathways to prevent their introduction and establishment is a key target in the Convention on Biological Diversity's Aichi biodiversity targets for 2020. Freshwater environments are particularly susceptible to invasions as they are exposed to multiple introduction pathways, including non-native fish stocking and the release of boat ballast water. Since many freshwater INNS and aquatic pathogens can survive for several days in damp environments, there is potential for transport between water catchments on the equipment used by recreational anglers and canoeists. To quantify this biosecurity risk, we conducted an online questionnaire with 960 anglers and 599 canoeists to investigate their locations of activity, equipment used, and how frequently equipment was cleaned and/or dried after use. Anglers were also asked about their use and disposal of live bait. Our results indicate that 64% of anglers and 78.5% of canoeists use their equipment/boat in more than one catchment within a fortnight, the survival time of many of the INNS and pathogens considered in this study and that 12% of anglers and 50% of canoeists do so without either cleaning or drying their kit between uses. Furthermore, 8% of anglers and 28% of canoeists had used their equipment overseas without cleaning or drying it after each use which could facilitate both the introduction and secondary spread of INNS in the UK. Our results provide a baseline against which to evaluate the effectiveness of future biosecurity awareness campaigns, and identify groups to target with biosecurity awareness information. Our results also indicate that the biosecurity practices of these groups must improve to reduce the likelihood of inadvertently spreading INNS and pathogens through these activities.

Biosecurity experts and medical professionals talked about combating biological terrorism. They discussed lessons learned from previous outbreaks and attacks, shared ideas for response and prevention improvement, and made recommendations for how best to address potential future threats. The study summarizes policy lessons for future efforts to monitor possible covert biological warfare programs based on past Iraqi and South African covert biowarfare programs. This comparative case study approach identified several commonalities in past biowarfare programs in developing countries. One was a tendency of governments to recruit some of the brightest students and send them abroad for advanced studies at western universities. This trend changed dramatically after the September 11, 2001, and it is now much more likely that future scientists working for government-sponsored bioweapons programs or for terrorist groups in the developing world will receive their advanced training at nonwestern institutions. A second commonality is that covert biological weapons research and development efforts have focused on exploiting readily available, naturally occurring pathogens for use as weapons of mass disruption or terror, in addition to efforts to develop sophisticated, genetically modified, weaponized organisms delivered in sophisticated delivery systems. Both the Iraqi and South African programs relied heavily on open-source literature to develop biological pathogens at multiple dual-use civilian facilities. This diffusion of covert research and development facilities is likely to increasingly in the future as mobile equipment and production facilities are more readily available for sale to any interested buyer. While these trends will make it difficult to detect preliminary covert biowarfare-related research and development, the full-scale production will continue to be difficult to hide. The second section of this study identified and discusses new biosecurity issues that emerged since September 11, 2001. These security issues increasingly collide with the economic development goals embraced by countries who are trying to increase civilian biotechnology research and development capacity in order to produce high-valued biotechnology exports and jobs.

On January 9, 2009, the White House issued Executive Order (EO) 13486 entitled Strengthening Laboratory Biosecurity in the United States. This EO established a Working Group (WG) co-chaired by the Secretary of Defense and the Secretary of Health and Human Services, or their designees. Other members of the WG included designees of the Secretaries of State, Agriculture, Commerce, Transportation, Energy, and Homeland Security, the Directors of National Intelligence and the National Science Foundation, the Administrator of the Environmental Protection Agency, and the Attorney General. EO 13486 states that the scope of WG activities pertains to the United States' policy which reads facilities that possess biological select agents and toxins have appropriate security and personnel assurance practices to protect against theft, misuse, or diversion to unlawful activity of such agents and toxins. Encompassed therein are Federal and non- Federal facilities that conduct research on, manage clinical or environmental laboratory operations involving, or handle, store or transport select agents and toxins.

Through the spread of biological pathogens and viruses, bioterrorism and infectious diseases are deemed as unconventional security threats that endanger the global community while overwhelming vital systems and infrastructure. Biosecurity addresses these threats by strengthening the detection and surveillance systems, and preparing states to respond effectively in the event of a catastrophic biological event. States are required to integrate various efforts in order to develop a coherent and effective biosecurity strategy. Due to increasing globalization, International cooperation and coordination are also vital to address the biological threats. Currently, great emphasis has been placed on developing technological-based solutions to counter such threats. However, there are two critical elements that should not be neglected. First, the population's mental resiliency to response and recover against a catastrophic biological event. Second, developing a system to leverage on community-based civil resources to ensure a high level of responsiveness. Finally, integration of biosecurity efforts at all level and across all pertinent sectors will be crucial to stage an effective global defense against bioterrorism and infectious disease.

On October 18th, the White House released an expansive new strategy on Countering Biological Threats, Enhancing Pandemic Preparedness, and Achieving Global Health Security.  The strategy sets out a whole-of-government approach to mitigating biological risks. This includes naturally occurring pathogens as well as dangerous new pathogens created in a lab.  In this episode, we speak with Nikki Teran, Director of Biosecurity Policy at Guarding Against Pandemics. We discuss the substance of the new US biodefense strategy -- its strengths, weaknesses, and potential barriers to implementation. Nikki Teran also describes as the Bio-risk threat landscape writ large,  including the pathogens and broader trends in biosecurity that a strategy like this seeks to mitigate.
