From last Monday to this Monday, rainfall amounts have ranged between 3.5 inches and 5.5 inches in Hennepin County. That is more rain than we usually get in a whole month. According to the National Weather Service, the Twin Cities broke a record Wednesday, May 17, with 1.81 inches of rain and set another record Saturday with 1.47 inches of rainfall. For folks along the Mississippi River in Brooklyn Park the past seven days have been brutal. Barb Scholl's basement is proof. "You couldn't put a towel down fast enough, three layers of towels, just absorbed it. It was like throwing towels in a swimming pool," said Scholl. The sump pumps couldn't keep up with all the water, leaving three rooms drenched. Scholl has fans working around the clock and is using a wet vac to dry out her basement. The damage wasn't just on the inside. A few trees toppled in her back yard, while others are about to tip over due to the saturation. Thankfully for Scholl, the sun was shining Monday, lifting her spirit. "It's a nice reprieve now," she said. "We just need the temps to bump up, because it's going to take that to dry it out." This paper presents a method for predicting the reliability (probability of nonfailure) of basement shelters when subjected to the blast effects of a single nuclear weapon in its Mach region. The method is described with reference to a reinforced concrete basement shelter whose roof slab is the weakest structural component. This is generally the case in weak-walled conventional buildings when the first floor over the basement is at grade and the peripheral basement walls are not exposed but are in contact with the soil. In such basements, partial or total collapse of the slab results in casualties. Casualties would be produced by debris from the collapsed slab, the building above, and by pressure build-up within when the shelter envelope is breached. The objective then is to determine the probability of roof slab collapse and on this basis to determine the probability of people survival. The paper presents the method of analysis and illustrates its application by means of an example problem.

Did you know that drainage actually started with fields outside the home? How about the fact that French drains refer to the inventor's last name, not the country of France? Dave Hutcher from Poseidon Waterproofing gives a history lesson.

If cloudy skies, heavy rainfall and the sight of backed-up storm drains seemed like a common sight this summer, that's because, it was. "Normal summer is about 12, 13 inches of rain," said Mike Griesinger, a forecaster from the National Weather Service in Chanhassen. In the northwest metro, however, this summer has been anything but normal. "Certainly Brooklyn Park and Osseo just picked up close to 10 inches yesterday," Griesinger said. "So for the summer there, there are probably... places there that are 20 to 30 inches of rain on the summer." During Wednesday night's storm, Griesinger says the area hit hardest by the rainfall was Brooklyn Park, Maple Grove and Osseo. "That's where we would go 'winner winner chicken dinner,'" he said. Eighty percent of the rain fell in a three-hour time span, which explains the backed up storm drains and the flooded intersections. "When you're putting out that much rainfall in that short of time, there's just nowhere for the water to go," Griesinger said. The result was certainly no fun for residents or anyone who had to travel through the area, but Griesinger said they witnessed history. "What they saw there would be considered a 100 to 200-year type of rainfall, that very narrow strip there across Brooklyn Park, Osseo and Maple Grove." It's the type of rainfall he says the area may not see again for decades, however, its impact could be felt for months. "This is the type of thing that goes in and recharges your groundwater supply," Griesinger said. Recharging the groundwater supply is the good news. The bad news is that our rivers are at a level we'd typically see in April or May. "They're really high, and if we go into the winter with rivers as how as they are now, we'll have a significantly increased chance for major river flooding in the spring," Griesinger said. "We're kind of laying the foundation for potential problems." This document continues the Phase 1 work reported in AD-A030 762. That contract was concerned with (1) evaluation of a few specific structures, and (2) devising expedient options for upgrading their structural resistance to blast. The new work was not restricted to expedient options using only indigenous materials and labor, but could also include predesigned options, stored materials, and pre-arrangements for construction trade specialists. The work was to: cover specific 'how-to-do-it' applications to be crisis-implemented in a 2- to 3-day period; include quick, inexpensive closure options; and, provide for critical workers remaining behind in risk areas, plus check of the options, potential for CRP implementation ('host areas'). All applications are to basements, as defined in the first-phase report. This report includes appendices on: predesigns and fabrication of plywood stressed-skin panels (PSSPs); a design procedure for PSSPs used as intermediate (beam-column) supports for beams/girders in the floor over a potential basement shelter; using plywood panels by developing a design procedure for their use alone as closures in potential basement shelters; simplified charts for use on aperture closures of 2-by materials for use by a semi-skilled artisan (carpentry); and typical availability of wood and plywood in local lum-beryards, plus detailed data on species, sizes, stress grading and some grades.

This report covers the results of the latest phase of a 3-phase project, with the overall objective of developing a set of expedient and engineered techniques, for upgrading the air blast and related effects resistance potential of basements in existing buildings. The purpose of upgrading such basement spaces is to provide shelter when needed by persons in: host areas, where the bulk of the population is expected to be during an attack, that are located at and beyond the 2-psi air blast range, using selected target aiming points and Mt-range bursts; and, risk areas, where shelter is needed that is within 15-minutes travel time of each key worker's place of work and provides potential shelter for 30- to 50-psi air blast ranges, in terms of peak free field overpressure. Chapters of this report's main text are devoted to discussions of: background; general principles applicable to upgrading basements; closures for all basement shelter openings/apertures, in terms of principles for providing them; needs to be met in strengthening the structure over shelter candidate basements; some techniques and materials that can be used for such structure strengthening; and, shelters for key workers. In general, the main text of this report is intended for the artisan, the appendices having the more extensive, technical data and discussions.

The first historic episode of the Penthouse Basements' Podcast is here! As always I'm your host David Lomison. Our improv group is based out of the Washington, DC, metro area. This week on Flightless Bird, David Farrier realizes that New Zealand doesn't have attics or basements, so sets out to discover why so many of America's 333 million homes do. David talks to Stephen Fox, an architectural historian and a lecturer at the Rice School of Architecture in Houston, who explains the practical reasons for these spaces, as well as why they've turned into habitable spaces. David then talks to filmmaker and architect Giorgio Angelini about what these spaces mean culturally to Americans, as paradoxically a place of safety and warmth but also of mystery and horror. The two of them discuss various formative experiences to be found in the attic, before David turns back to the egg episode, attempting to get closure with his best friend Rosabel following an incident where he cracked an egg over her head.
