The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states ties with the West, including membership in the Organization on Security and Cooperation in Europe (OSCE) and NATO's Partnership for Peace (PFP), in part to end the dependence of these states on Russia for trade, security, and other relations. The Clinton Administration pursued close ties with Armenia to encourage its democratization and because of concerns by Armenian-Americans and others over its fate. Close ties with Georgia have evolved from U.S. contacts with former Soviet Foreign Minister Eduard Shevardnadze, now Georgia's president. Growing U.S. private investment in Azerbaijan's oil resources strengthened U.S. interest there. The United States has been active in diplomatic efforts to end conflicts in the region, many of which remain unresolved. In the South Caucasus, U.S. policy goals have been to buttress the stability and independence of the states through multilateral and bilateral conflict resolution efforts and to provide humanitarian relief. U.S. aid has also supported democratization, free market reforms, and U.S. trade. The Bush Administration supports U.S. private investment in Azerbaijan's energy sector as a means of increasing the diversity of world energy suppliers, and encourages building multiple oil pipeline routes to world markets. In the aftermath of the September 11 terrorist attacks in the United States, the three South Caucasus countries have expressed support for the U.S.-led operations in Afghanistan and campaign against the Al-Qaeda terrorist organization. 7Will War Resume Between Armenia And Azerbaijan?

Nagorno-Karabakh  is an ethnic Armenian enclave within the internationally recognized borders of Azerbaijan. In the early 1990s Armenia and Azerbaijan fought a bloody war resulting in Armenia's de-facto control of Nagorno-Karabakh. For most of the last 30 years this was a frozen conflict with occasional flareups only fitful progress towards a diplomatic and political resolution. Then, in September 2020 Azerbaijan launched an offensive resulting in the rout of the Armenian army and the capture of large swaths of Nagorno-Karabakh.Russia's invasion of Ukraine has shaken up a ceasefire agreement and over the course of 2022, Azerbaijan has expanded its control of key strategic territories in the region. According to my guest today Olesya Vartanyan there is a high risk that Azerbaijan may press its military advantage and resume a full scale conflict in the region. Olesya Vartanyan is the International Crisis Group's Senior Analyst for the South Caucasus region. We kick off discussing a worsening humanitarian crisis in parts of Nagorno Karabakh, sparked by a blockade of a key corridor linking Armenia to key parts of Nagorno-Karabakh. We then discuss the trends in the conflict and diplomacy, including a hopeful move by the European Union to approve a civilian monitoring mission.

The FREEDOM Support Act (P.L. 102- 511) provides the major authorization for assistance to the Eurasian states for humanitarian needs, democratization, creation of market economies, trade and investment, and other purposes. Section 907 of the act prohibits most U.S. government-to-government aid to Azerbaijan until its ceases blockades and other offensive use of force against Armenia. This provision has been partly altered over the years to permit humanitarian aid and democratization aid, border security and customs support to promote non-proliferation, Trade and Development Agency aid, Overseas Private Investment Corporation insurance, Eximbank financing, and Foreign Commercial Service activities.

The United States recognized the independence of Armenia, Azerbaijan, and Georgia when the former Soviet Union broke up at the end of 1991. The United States has fostered these states ties with the West in part to end their dependence on Russia for trade, security, and other relations. The United States has pursued close ties with Armenia to encourage its democratization and because of concerns by Armenian Americans and others over its fate. Close ties with Georgia have evolved from U.S. contacts with its pro-Western leadership. Successive Administrations have supported U.S. private investment in Azerbaijan s energy sector as a means of increasing the diversity of world energy suppliers. The United States has been active in diplomatic efforts to resolve regional conflicts in the region. As part of U.S. global counter-terrorism efforts, the U.S. military in 2002 began providing equipment and training for Georgia s military and security forces. Troops from all three regional states have participated in stabilization efforts in Afghanistan and Iraq. The regional states also have granted transit privileges for U.S. military personnel and equipment bound to and from Afghanistan. Beginning on August 7, 2008, Russia and Georgia warred over Georgia s breakaway regions of Abkhazia and South Ossetia. Russian troops quickly swept into Georgia, destroyed infrastructure, and tightened their de facto control over the breakaway regions before a ceasefire was concluded on August 15. The conflict has had long-term effects on security dynamics in the region and beyond. Russia recognized the independence of Abkhazia and South Ossetia, but the United States and nearly all other nations have refused to follow suit. Russia established military bases in Abkhazia and South Ossetia in violation of the ceasefire accords that buttress its long-time security presence in Armenia.

The United States has fostered these states' ties with the West, including membership in the Organization on Security and Cooperation in Europe (OSCE) and NATO's Partnership for Peace (PFP), in part to end the dependence of these states on Russia for trade and security. The United States pursued close ties with Armenia to encourage its democratization. Close ties with Georgia have evolved from U.S. contacts with former Soviet Foreign Minister Eduard Shevardnadze, Georgia's president. Growing U.S. private investment in Azerbaijan's oil resources have strengthened U.S. interests there. The United States has been active in diplomatic efforts to end conflicts in the region, many of which remain unresolved. Faced with calls in Congress and elsewhere that the Administration develop policies for assisting the Eurasian states of the former Soviet Union, then-President Bush proposed the Freedom Support Act in early 1992. Signed into law in 1992, P.L. 102-511 authorized funds for the Eurasian states for humanitarian needs, democratization, creation of market economies, trade, and investment. Sec. 907 of the Act prohibited most U.S. government-to-government aid to Azerbaijan until it ceases blockades and other offensive use of force against Armenia. This provision was partly altered over the years to permit humanitarian, democratization, border security, and customs aid; Trade and Development Agency aid; OPIC insurance; Eximbank financing; and other commercial activities. The current Bush Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan because of Azerbaijan's assistance to the international coalition to combat terrorism. In Dec 2001, Congress approved foreign appropriations for FY2002 that authorizes the President to waive Sec. 907 through Dec 2002.

The United States recognized the independence of Armenia, Azerbaijan, and Georgia when the former Soviet Union broke up at the end of 1991. The United States has fostered these states' ties with the West in part to end their dependence on Russia for trade, security, and other relations. The United States has pursued close ties with Armenia to encourage its democratization and because of concerns by Armenian-Americans and others over its fate. Close ties with Georgia have evolved from U.S. contacts with its pro-Western leadership. Successive Administrations have supported U.S. private investment in Azerbaijan's energy sector as a means of increasing the diversity of world energy suppliers. The United States has been active in diplomatic efforts to resolve regional conflicts in the region. As part of the U.S. global counter-terrorism efforts, the U.S. military in 2002 began providing equipment and training for Georgia's military and security forces. Troops from all three regional states have participated in stabilization efforts in Afghanistan and Iraq. The South Caucasian troops serving in Iraq departed in late 2008. The regional states also have granted transit privileges for U.S. military personnel and equipment bound for Afghanistan. Beginning on August 7, 2008, Russia and Georgia warred over Georgia's breakaway regions of Abkhazia and South Ossetia. Russian troops quickly swept into Georgia, destroyed infrastructure, and tightened their de facto control over the breakaway regions before a ceasefire was concluded on August 15. The conflict has had long-term effects on security dynamics in the region and beyond. Russia recognized the independence of Abkhazia and South Ossetia, but the United States and nearly all other nations have refused to follow suit. Russia established bases in Abkhazia and South Ossetia--in violation of the ceasefire accords--that buttress its long-time military presence in Armenia.

The United States recognized the independence of Armenia, Azerbaijan, and Georgia when the former Soviet Union broke up at the end of 1991. The United States has fostered these states' ties with the West in part to end their dependence on Russia for trade, security, and other relations. The United States has pursued close ties with Armenia to encourage its democratization and because of concerns by Armenian-Americans and others over its fate. Close ties with Georgia have evolved from U.S. contacts with its pro-Western leadership. Successive Administrations have supported U.S. private investment in Azerbaijan's energy sector as a means of increasing the diversity of world energy suppliers. The United States has been active in diplomatic efforts to resolve regional conflicts in the region. As part of the U.S. global counter-terrorism efforts, the U.S. military in 2002 began providing equipment and training for Georgia's military and security forces. Troops from all three regional states have participated in stabilization efforts in Afghanistan and Iraq. The South Caucasian troops serving in Iraq departed in late 2008. The South Caucasus region has been the most unstable in the former Soviet Union in terms of the number, intensity, and length of ethnic and civil conflicts. Other emerging or full-blown security problems include crime, corruption, terrorism, the proliferation of weapons of mass destruction, and narcotics trafficking. The regional governments have worked to bolster their security by combating terrorism, limiting political dissent they view as threatening, revamping their armed forces, and seeking outside assistance and allies. The roles of neighbors Iran, Russia, and Turkey have been of deep security concern to one or more of the states of the region. These and other major powers, primarily the United States and European Union (EU) members, have pursued differing interests and policies toward the three states. Some officials in Russia view the region as a traditional sphere of influence, while Turkish officials tend to stress common ethnic ties with Azerbaijan and most of Central Asia. EU members are increasingly addressing instability in what they view as a far corner of Europe. Armenia has pursued close ties with Russia and Iran in part to counter Azerbaijan's ties with Turkey, and Georgia and Azerbaijan have stressed ties with the United States in part to bolster their independence vis-a-vis Russia.

Faced with calls in Congress and elsewhere that the Administration develop policies for assisting the Eurasian states of the former Soviet Union, then-President Bush proposed the Freedom Support Act in early 1992. Signed into law in 1992, P.L. 102-511 authorized funds for the Eurasian states for humanitarian needs, democratization, creation of market economies, trade, and investment. Sec. 907 of the Act prohibited most U.S. government-to-government aid to Azerbaijan until it ceases blockades and other offensive use of force against Armenia. This provision was partly altered over the years to permit humanitarian, democratization, border security, and customs aid; Trade and Development Agency aid; OPIC insurance; Eximbank financing; and other commercial activities. The current Bush Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan because of Azerbaijan's assistance to the international coalition to combat terrorism. In Dec 2001, Congress approved foreign appropriations for FY2002 that authorizes the President to waive Sec. 907 through Dec 2002.

The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states ties with the West, including membership in the Organization for Security and Cooperation in Europe and NATO's Partnership for Peace, in part to end the dependence of these states on Russia for trade, security, and other relations. The United States pursued close ties with Armenia to encourage its democratization and because of concerns by Armenian- Americans and others over its fate. Close ties with Georgia have evolved from U.S. contacts with former Soviet Foreign Minister Eduard Shevardnadze, Georgia's president for the last decade. Growing U.S. private investment in Azerbaijan's oil resources strengthened U.S. interests there. The United States has been active in diplomatic efforts to end conflicts in the region, many of which remain unresolved.

The Clinton Administration pursued close ties with Armenia to encourage its democratization and because of concerns by Armenian-Americans and others over its fate. Close ties with Georgia have evolved from U.S. contacts with former Soviet Foreign Minister Eduard Shevardnadze, now Georgia's president. Growing U.S. private investment in Azerbaijan's oil resources strengthened U.S. interest there. The United States has been active in diplomatic efforts to end conflicts in the region, many of which remain unresolved. In the South Caucasus, U.S. policy goals have been to buttress the stability and independence of the states through multilateral and bilateral conflict resolution efforts and to provide humanitarian relief. U.S. aid has also supported democratization, free market reforms, and U.S. trade. The Bush Administration supports U.S. private investment in Azerbaijan's energy sector as a means of increasing the diversity of world energy suppliers, and encourages building multiple oil pipeline routes to world markets. In the aftermath of the September 11 terrorist attacks in the United States, the three South Caucasus countries have expressed support for the U.S.- led operations in Afghanistan and campaign against the Al-Qaeda terrorist organization.
