Central and State Governments have dedicated television programmes based on agriculture, animal husbandry and fisheries which are telecast via public (Krishidarshan) and private television channels like ETV. Fisheries is a sunrise sector but there are not many studies on fisheries based television programmes. Accordingly, a study was carried out to assess viewers’ preference and develop a model for effective fisheries based television programmes. Study was undertaken in West Bengal as it has highest fish production. Viewers were asked to rank their preference of fisheries based television programmes. Aquaculture based topics had a Rank based Quotient (RBQ) value of 80.56 followed by fish processing (71.67) and fish health management (53.89). Fisheries scheme scored least (27.36). Hypothesis that viewers were applying same standard in ranking topics was accepted as value of Kendall’s Coefficient of Concordance (W) was 0.63.                   As X2 ≥ 118.8 with df = 9 has probability of occurrence under Ho of p < 0.001 it could be concluded that agreement among viewers is higher than it would be by chance. Based on the findings 4 P’s model for effective fisheries based television programmes consisting of presentation, programme content, programme telecast timing and policy issues was developed.

This title deals with the economic aspects of the operation of the public sector in a modern mixed economy. Its operation includes, as Richard Musgrave opines, not only financing of public expenditure but has broad bearing on the level and allocation of resource use the distribution of income and the level of economic activity. 'Although the name of the subject of our study is 'public finance', in this title we also study the interaction between the public and private sectors in the context of a mixed market-based economy. So we study the effects of government policy on the private sector. Not only do the effects of government expenditure and tax policies depend upon the reaction of the private sector, but the net for fiscal measures is determined by how the private sector would perform in the absence of such measures. Moreover, with both real and financial aspects of public (government) finance. In this title we restrict ourselves to that part of government's economy policy which operates through the revenue and expenditure measures of the central government budget. Of course we will be referring to other aspects of government's economic policies only where they are associated with the economics of budget policy. The title is a wonderful digest of the theory and practice of public finance, starting with David Ricardo and ending with Richard Musgrave. An attempt has been made to review the works of Adam Smith, David Ricardo, Erik Lindahl, N. Kaldor, James Buchanan, Evsey Domar, A. C. Pigou, Alan Prest, Ronald Coase, David Hyman, John F. Due and, last but not the least, R. Barro.  The title has made a balanced serve of the current literature on the subject including the Barro-Ricardo equivalence theorem in the context of intergenerational burden of public debt value added tax, effect of income tax on risk-bearing and investment in housing, and the role of fiscal policy in economic growth and development. The basic objective of our study of public finance is to explore how the effectiveness of policy formulation and application can be improved.
