This article examines changes in Australia's higher education system (institutional mergers, market forces, expansion of enrollment) that threaten the quality of graduate-level research and comparability of Australia's standards internationally. The role of the research supervisor, the process of supervising research, and students' perceptions of problems are reviewed. Suggestions are made for providing support and guidance to graduate students. (MSE)

The military balance across (the Taiwan Strait is changing in ways that make more complex both the set of operational challenges associated with defending Taiwan against a possible Chinese attack and the strategic imperative of shaping Chinese behavior so that no such attack ever occurs. This report documents a follow-on effort to one published in 2000 (Shlapak, Orletsky, and Wilson, 2000), reassessing and expanding that earlier study's snapshot of the cross-strait balance, looking ahead to the 2010-2015 period. As in the 2000 study, we employed a mix of theater-level combat modeling, simpler mathematical models, historical analysis, interviews with experts, and qualitative judgment. The conclusions of the present work have proven to be substantially less optimistic for the Taiwan (and U.S.) side.

One suggested implication of this new doctrine is that the main battle tank (MBT) will become obsolete and that its role on the battlefield could be better preformed by the attack helicopter. This obituary of the tank is premature. The MBT now provides, and will continue to provide the operational commander with capabilities that are unique and complementary to attack helicopters and precision munitions. For the operational commander, capability is a question of balance. Balanced capabilities provide choice and choice ensures options that bring success across the flill spectrum of military operatiohs.

This monograph considers whether the emphasis upon 'campaigns and major operations' expressed in the definition of operational art in the current edition of FM 100-5, Operations, is consistent with the most probable threats facing the U.S. Army of the 1990's and 21st century. The study examines the question of balance by employing the following methodology: first, an examination of the terms related to the study of operational art; second, a strategic analysis presenting the challenges that the Army may encounter in the years to come; third, a closer look at low-intensity conflict, with emphasis on the final draft of FM 100-20; fourth, an assessment of the Army's post 1986 doctrinal publications, officer education system, and key training events in the context of a balanced approach to the identified strategic missions; and finally, a review of the PPBS cycle as an instrument for translating strategic policy into tactical capability, and as a program requiring the Army to develop credible operational concepts and priorities. The document concludes that the current focus of operational concepts is too limited. It proposes that the definition of operational art should be changed to reflect a broad and all encompassing approach to the process of translating strategic goals into the tactical application of Army forces and resources throughout the spectrum of conflict. Lastly, it implies a need for corresponding adjustments to the definitions of other related operational terms including: campaigns, major operations, and operational maneuver. (sdw)

On 22 July 2004 the 9/11 Commission released its report on the events surrounding the attacks of 11 September 2001. The 9/11 Report renewed calls for reform of the intelligence community (IC), continuing a long series of intelligence reform efforts that began shortly after the National Security Act of 1947 laid the foundation of the modern IC. As reform proceeds and government officials consider further changes, three topics remain relevant: (1) the 1986 Goldwater-Nichols reform of the Department of Defense and its applicability to the IC, (2) the common findings and recommendations of past reform efforts of the IC, and (3) the competing interests inherent in the IC that influence the pace and character of actual reform. This study explores these topics in the context of the 9/11 Report and the subsequent reform efforts initiated by the executive and legislative branches. While there was common motivation between the latest effort to reform the IC and the earlier DOD reform effort as embodied in the Goldwater-Nichols Act, it remains less clear if the measures taken in the DOD case are equally applicable to the IC. One reason to question the applicability of DOD reform efforts to the IC is the unique organizational context of the IC an interagency organization supporting multiple departments as well as national policy makers. Reform of the IC is unlike reform of a single cabinet-level department, for at its most basic level the IC exists to enhance the effectiveness of multiple departments and senior policy makers in the accomplishment of their assigned functions. In short, the IC serves varied interests with sometimes shared and sometimes conflicting intelligence needs. This organizational context suggests that successful reform requires an on-going recalibration of competing interests to meet the changing demands inherent within a dynamic national security environment.

For centuries, an age-old debate has raged to determine whether military operations were an art or a science. Traditionalists cite Carl von Clausewitz and Sun Tzu for inspiration on the art of war, while the opposite camp looks to Antoine de Jomini and others to acknowledge their systematic approach to warfare. During the last several years of conflict in the Global War on Terrorism, the U.S. military has gone through many permutations of doctrine and practice in an effort to keep pace with the ever-changing operational environment. The complexity of the operating environment has encouraged the conceptual debate to reemerge between the art and science of operational warfare. In an effort to minimize ambiguity and achieve synergy between the levels of warfare, operational commanders have applied a systematic approach to define relationships, quantify, and measure progress of military and nonmilitary actions in the current operating environment. Turning to metric-based approaches allows digestion of vast amounts of information and provides a method to measure the performance (MOP) and effectiveness (MOE) of operational tasks and effects. Operational commanders use these metrics to determine the completion of objectives while simultaneously measuring the causal effects of military and nonmilitary actions in the operating environment. However, using metrics in isolation, without the application of operational art, introduces failure for the joint force to achieve objectives. Unfortunately, there are no foolproof methods to explain the appropriate proportion of art and science in operational decision-making. Because of this, the debate between military artists and scientists continues. However, it is through a balance of metric-based assessment and operational leadership that the joint force commander achieves synergy of the art and science of warfare for operational decision making in the contemporary operating environment (COE).
