Leidenheimer Chairman SUBJECT: Proposed Policy on Technical Surveillance Countermeasures (U) 1. Action Requested: That you approve a new Director of Central Intelligence Directive DCID) to codify policy on technical surveillance countermeasures (TSCM). (FOUO) ck round: In 1964 Ja formal structure was first established under DCI authority to a ress problems. This was the USIB Technical Surveillance Countermeasures Committee, which was subsumed as a subcommittee under the DCI Security Committee (SECOM) in a 1974 reorganization. The committee and subsequent subcommittee on TSCM matters has served well as a forum for the Community to develop coordinated procedures to defend against hostile technical penetration. The subcommittee is actively engaged in a broad range of TSCM matters, including policy and technical guidance, evaluation of devices targeted against U.S. and allied facilities oversight of research and development of TSCM equipment and operation of the U.S. government's central training facility for TSCM personnel. (C) 3. Discussion: Although the DCI SECOM structures for TSCM policy coordination, training, analysis of devices found, etc., work well and are supported by the Community, there is no current policy statement defining res onsibilities. TSCM. Accordingly, issuance of a DCI Directive specifying those responsi- bilities is needed to avoid confusion and possible redundancy. In addition, TSCM is the only major security discipline under DCI and SECOM cognizance for which there is no extant directive. SECOM drafted and coordinated the attached proposed DCI Directive on TSCM. The coordination process resolved all questions and issues made known to SECOM. SECOM members unanimously endorsed the attached draft at their 6 March 1985 meeting. We are not aware of any reservations in the Community concerning this draft. Because this is the first codification of policy on TSCM, however, you may wish to bring the draft before the NFIB or NFIC for coordination to ensure full Community support. (C) 5. Recommendation: That you approve the attached draft DCI Directive on technical surveillance countermeasures: a. After coordination with the NFIB or the NFIC; or b. Without further coordination.
