THIS BULLETIN OFFERS GUIDELINES FOR THE IMPLEMENTATION OF INSTRUCTIONAL TV AND SUMMARIZES THE HISTORY AND PRESENT STATUS OF INSTRUCTIONAL TV IN CALIFORNIA. AMONG POINTS MENTIONED ARE THE FOLLOWING--THERE IS NEED FOR FURTHER LEGISLATION, PERSONNEL, FACILITIES, AND EDUCATION IN CALIFORNIA TO REALIZE THE BEST USES OF TELEVISION. IN 1966 OVER ONE MILLION STUDENTS RECEIVED PROGRAMS BROADCAST BY EDUCATIONAL TV STATIONS, AND OVER 85,000 RECEIVED CLOSED CIRCUIT TV INSTRUCTION IN PUBLIC SCHOOLS IN CALIFORNIA. PROGRESS HAS BEEN SWIFT IN AREAS OF CONCENTRATED POPULATION. REGIONAL ADVISORY COUNCILS HAVE SUPPLIED BROADCAST PROGRAMS TO SCHOOLS AND ADMINISTERED COOPERATIVE FUNDING. IT IS FOUND THAT THE CALIBER OF CLASSROOM INSTRUCTION IS IMPROVED BY TV. TEACHER SHORTAGES CAN BE OVERCOME AND CURRICULA ENLARGED. EDUCATIONAL TV STATIONS IN CALIFORNIA ARE OWNED BY COMMUNITIES OF CITIZENS, PUBLIC SCHOOLS, AND COUNTIES. INTER- AND INTRASCHOOL CLOSED CIRCUIT TV SYSTEMS ARE OPERATIVE. THE CAPITAL OUTLAY FOR INSTRUCTIONAL TV EQUIPMENT IS SMALL IN COMPARISON WITH THE CONTINUING COSTS OF OPERATION AND MAINTENANCE. (MS)

Much early research regarded television as a static medium, and it ignored the process of the information delivery and its match with the cognitive style of the viewer. Information processing should be looked at from the dual perspective of eye movement research and the degree of locus control. To uncover the interrelationships of efficient eye scanning, internal control, and learning, a research model has been conceived which will test how much comprehension results when samples combining varying degrees of internal control and eye movement are exposed to different media presentations. This self-instructional program, designed to teach 83 basic signs, includes a user's guide, a videotape, and an interactive videodisc. The program is intended to teach common phrases and sentences, but can also be used to illustrate selected grammatical features of English as part of a language arts program for deaf children. The interactive component is intended to provide visual demonstrations of signing in full motion, repeated practice through the interactive computer program, and continuing confirming or corrective feedback. Although most of the signs are from the lexicon of American Sign Language, video sequences set in natural environments present fluent signers communicating the phrases using a modified form of Signed English. The orientation videotape incorporates an overview of the program and presents a vignette designed to help hearing individuals perceive a deaf child's world. After an overview, the user's guide provides instructions for: (1) setting up the system; (2) starting up, playing, and shutting down; (3) operating the program; and (4) classroom set-up. Appended are The Signing Performance Checklist and instructions for its administration. (DB)

The instructional organization patterns used by experienced teachers in coping with classroom environmental demands is described. Observations of teachers in natural settings were conducted using both a self-designed observation schedule and brief narratives to capture the nature of the classroom climate. Results suggest that teachers use organization patterns as strategies for coping with multiple events as well as for structuring content into manageable learning units for students. The organization patterns are discussed in terms of their implications for teacher education. (Author/JD)

The performance patterns of about 13,000 Asian/Pacific Islander (API) students in mathematics, written composition, and reading in grades 1 through 6 were examined. Student information was obtained through the Los Angeles Unified School District's data base for the Survey of Essential Skills (May 1982). Predominantly English-speaking, the students represented many subgroups (Chinese, Japanese, Korean, Vietnamese, Samoan, etc.). The exploratory analysis identified manipulable variables of classroom instruction that affect the schooling achievement of API students, such as the amount of time spent using grade-level instructional materials, the "thickness" or "thinness" of lesson space devoted to particular skill areas, the placement of instruction in the curriculum sequence, and the relative complexity of the skill area concepts. Implications for improved instruction for all students are discussed. Numerous line graphs illustrate skill area patterns. (Author/BW)

Designed to assist consumer and homemaking education teachers and district administrators in California to initiate, expand, or integrate parenting programs in their secondary schools, this publication consists of eight chapters. Most of these, after a brief introduction, are divided into two or more sections, with accompanying activities. Each section contains learning objectives, key generalizations, and an outline of the activities described in the section. Many of the activities are designed for the immediate use of students, and both teacher and student directions are included. Activities described should be appropriate for students in schools that serve economically depressed areas. Chapter 1 focuses on knowing oneself and relating to others. Chapter 2 discusses parenting roles and health decisions. Chapter 3 concerns differences and similarities among families and family changes and coping with such changes. Family roles and structure, family interaction, and family support systems are the subjects of chapter 4. Parenting skills, the general topic of chapter 5, is divided into sections dealing with prenatal development, birth options, children's developmental stages, parenting techniques, learning experiences for young children, activities with children, health and safety, types of child care centers, and careers in child care. Concerning family challenges and turning points, chapter 6 focuses on coping and various challenges. Chapter 7 takes up the topic of the younger generation parenting their parents. As part of a large scale evaluation of the state gifted program in Illinois, the systematic collection and processing of low inference student judgments about their classes was used to describe and evaluate classroom transactions. Profiles of 62 gifted classes were compared to 69 average classes on the Class Activity Questionnaire. This questionnaire consists of paired items comprising seven cognitive factors based on Bloom's Taxonomy and nine affective factors (such as discussion opportunity, test/grade stress) which yield a profile in instructional climate. Four subscores show emphasis on Lower Thought Processes, Higher Thought Processes, Classroom Focus, and Classroom Climate. It was found that gifted classes were superior in emphasizing higher thought processes, classroom focus, and classroom climate but not lower thought processes. In addition, factor analysis suggested two distinct patterns of student learning - one active and one passive. The implications for assessing instructional climate in this way include avenues for research on effective teaching, evaluation and comparison of existing programs, and teacher training possibilities. In an effort to individualize instruction and improve the effectiveness of instructor-learner transactions, education and instructional research has addressed a wide assortment of learner variables and assessed their relationships to instructional methods and environments. Adult education has recently seen the development by Conti and Kolody of a new model for the study and classification of learning preferences, which they call learning strategies. To accompany their model, they created a new assessment instrument named Assessing the Learning Strategies of Adults, or ATLAS. The purpose of this study was to apply the ATLAS test to identify and describe the learning strategies and the associated instructional preferences of students in CTE programs and to compare these results with those found in previous ATLAS studies of non-traditional learner populations. The subjects in this study were 621 career and technology education (CTE) students whose instructors were already using the ATLAS instrument as part of their instructional techniques. Data for the study were gathered from two instruments: The ATLAS test of learning strategies, and a short questionnaire developed specifically for the study. (Contains 5 tables.)

Sweden has recently introduced a new curriculum and grading system in its school system. Earlier change strategies based on information dissemination failed because teachers did not view the reforms as being based on reality. This paper presents a research design to identify the internal and external factors that influence change in Swedish secondary teachers' instructional patterns. The conceptual framework stresses the factors of experiential learning, teachers' cognitions of teaching and learning, local organizational structure, and school leadership. It is argued that changes occur as a result of the interplay between the individual and context. Therefore, changes in organizational structure must be accompanied by changes in the teachers' cognitions about teaching and learning. The proposed research methods include surveys of headmasters, managers, and teachers in every upper-secondary school in Sweden and interviews with teachers in six selected schools. Symbolic interaction theory provides the basis for understanding the mutual and complementary character of teacher and student roles. Four figures are included. (LMI)

This study was designed to investigate the relationship between wait-time and two classroom interaction variables: cognitive level of teacher questions and length of student response. The interval of time between a teacher question and the next verbal response by teacher or student (wait-time) was measured using an electrocardiograph with calibrated paper connected to an audiotape recorder. Students taught to categorize and graph their own questioning behavior increased the rate at which they asked high-level questions. The wait-time for experimental subjects increased and was directly related to the length of student response. Control subjects did not show these changes. (Author)

A two-part research and evaluation study was conducted to examine an elementary (K-8) school district's implementation of a computerized instructional management system, the "Computer-Managed Instruction/3000" (CMI), as a means of facilitating the assessment and updating of student mastery of 78 district-defined curricular objectives. The testing system consisted of a data bank of tests based on the district mathematics objectives, equipment to machine score student answer sheets, and reports detailing student mastery of the objectives. This system was piloted by administrators and teachers at four district-selected schools. A detailed interview schedule was developed to elicit such information as background in the district; knowledge of the CMI system, including how, why, and by whom it was selected; uses of the system for testing and instruction; technical problems; potential uses of the system; and its effects on school organization and instruction. Analysis of the responses of 49 school staff members--principals, resource teachers, teachers, and clerical staff from both pilot and nonpilot schools--revealed wide variation on all of the factors studied. The factors that appeared to be influential in the nature and degree of CMI implementation efforts at the individual school sites were identified as: (1) technical procedures and personnel; (2) focus on instructional uses; (3) key instructional personnel; (4) site climate and leadership; (5) training; and (6) attitudes and incentives. A consistent ordering of the four schools along these dimensions was found, and it is suggested that the patterns of successful implementation and use of the CMI system identified in this study can provide guidance to other school districts planning and implementing their own CMI systems. This report describes changes in instructional staffing and workload in the Los Angeles Community College District (LACCD) based on records dating back to 1981. Total faculty full-time equivalent (FTE) continued to be reduced in 1998 to 2,021, the second lowest level since 1981. Regular contract faculty FTE in fall 1998 fell to 1,118, essentially the same number as 1995, which was the lowest point recorded. Since 1981, instructional faculty have declined from about 2,700 to the current levels. For total faculty FTE, most of the downsizing occurred between 1981 and 1986. Regular contract faculty FTE have continued to decline steadily throughout the entire period. Weekly Student Contact Hours (WSCH) have fluctuated greatly since 1981. In 1998, WSCH fell slightly to 979,000, down from highs of 1.3 million and 1.1 million in 1981 and 1991 respectively. The ratio of WSCH per FTE Faculty (WSCH/FTEF) rose from 472 in fall 1997 to 485 in fall 1998. The peak value of 515 occurred in fall 1992. The LACCD goal for WSCH/FTEF is a constant 510, recognized as the most efficient staffing level. Figure 1 graphs WSCH and FTEF levels from 1981-1998 and traces the adjustments necessary to maintain the 510 ratio. Table 1 describes WSCH and staffing for each college, 1994-1998. Figure 2 shows changes in WSCH/FTEF, 1991-1998. The remainder of the report presents tables for each college in the district, which show WSCH and FTEF, 1994-1998, by academic department. (RDG)
