The use of IT is crucial to helping VA effectively serve the nations veterans, and each year, the department spends over $4 billion on IT. However, over many years, VA has had difficulty managing its information systems, raising questions about the effectiveness of its operations and its ability to deliver intended outcomes needed to help advance the departments mission. GAO has previously reported on a number of the departments IT initiatives. This statement summarizes results from key GAO reports related to increasing electronic health record interoperability between VA and DOD; system challenges that have contributed to GAOs designation of VA health care as a high-risk area; and VAs development of its system for processing disability benefits, data center consolidation, and legacy systems. GAO has made numerous recommendations to VA to improve the modernization of its IT systems. For example, GAO has recommended that VA develop goals and metrics for determining the extent to which its modernized electronic health record system is achieving interoperability with DODs; address challenges associated with modernizing its scheduling system; address shortcomings with VBMS planning and implementation; take actions to improve progress in data center optimization; and modernize or replace obsolete legacy IT systems. VA agreed with these recommendations and said it has begun taking actions to implement them.

Many school district strategic plans and education conferences are aggressively embracing technology to improve teaching and learning. Classroom technology typically includes blended learning, personalized learning, online courses for students, and professional development for teachers, among many other things. As districts wrestle with tighter budgets and higher academic standards, a different kind of technology might create game-changing transformation in the education sector: management technology. As the name suggests, classroom technology aims to improve what goes on in the classroom. Management technology, on the other hand, is more indirect: Management technology helps school and district leaders make better decisions, run leaner organizations, and target funds to programs that help kids the most. In short, it helps those in charge of districts and schools manage better. This report, which looks closely at the use of management technology in education, finds that most school districts fail to use these tools to improve their outcomes. In most cases, they lack both the technology and capacity to analyze their data and figure out effective and cost-effective solutions to raising achievement and reducing costs. Moreover, as this report argues, a large part of the problem is that the fundamental design and culture of schools today are not in sync with these new approaches. Finally, this report includes the following policy recommendations for how K-12 education can gain the same benefits from big data that many other sectors have: (1) States and the federal government need to facilitate the development of actionable management information; (2) Districts should make small investments to fund technology-infused analytics; (3) Bring talent, technology, and data to the decision-making table; and (4) Link results to key decisions such as continued funding or staff promotion.

This report is intended for the use of Defense Information Systems Agency (DISA) management, its user organizations, and the independent auditors of its user organizations. The DoD Office of Inspector General is implementing a long-range strategy to conduct audits of DoD financial statements. The Chief Financial Officers Act of 1990, as amended, mandates that agencies prepare and conduct audits of financial statements. The reliability of information processed at the DISA sites directly impacts the ability of DoD to produce reliable, and ultimately auditable, financial statements, which is key to achieving the goals of the Chief Financial Officers Act. This report focuses on the DISA Center for Computing Services (CS). CS provides computer processing for the entire range of combat support functions; including transportation, logistics, maintenance, munitions, engineering, acquisition, finance, medicine, and military personnel readiness. CS offers computing services on both CS- and customer-owned platforms including computer operations, data storage, systems administration, security management, capacity management, system engineering, web and portal hosting, architectural development, and performance monitoring. This examination assessed controls defined by DISA over the CS environment. The report provides an opinion on the fairness of presentation by DISA of its description of controls, the suitability of the design of controls, and the operating effectiveness of key controls that are relevant to audits of a user organization's financial statements. As a result, this examination may preclude the need for additional audits of general controls such as those that were previously performed by user organizations to plan or conduct financial statement and performance audits. This examination will also provide a separate audit report with recommendations to management for correction of identified internal control deficiencies.

In recent years, information technology has advanced at a pace that few would have anticipated. It has been estimated that the computing power of the modem desktop computer has been increasing at the rate of 1000% per decade. In combination with the development of personal computers, the advent of networks and the world wide web provide unprecedented access to information and computing power. However, the problem of developing useful user interfaces remains a problem. In many military and commercial settings, the increased computing power offered by current information technology remains unexploited because of user interfaces that are difficult to use. This thesis reports on the examination of constructs related to user acceptance of information systems from two disciplines, human-computer interaction (HCI) and management information systems (MIS). More specifically, research was conducted to evaluate the possibility of overlap between the two divergent fields. The Technology Acceptance Model (TAM) from MIS research was examined in light of the HCI constructs of efficiency, effectiveness, and satisfaction. Of interest was the impact of efficiency, effectiveness, and satisfaction on the formulation of user perceptions of ease of use. The empirical data suggests that satisfaction plays a major role in the formulation of user perceptions (p<0.01), while the role of efficiency and effectiveness are minimal.
